18th Lok Sabha’s Sixth Session Hits 111% Productivity

The Sixth Session of the Eighteenth Lok Sabha concluded on Friday, marking a highly productive phase of parliamentary functioning.
Lok Sabha Speaker Shri Om Birla informed that the House achieved an impressive productivity of 111 percent during the session,
reflecting active legislative engagement and extensive deliberations on key national issues.

The session commenced on December 1, 2025, and spanned 15 sittings, with the Lok Sabha functioning for a total of 92 hours
and 25 minutes. According to the Speaker, the session witnessed constructive debates, timely disposal of legislative business,
and wide participation by Members of Parliament.

Legislative Business and Bills Passed

During the Sixth Session, 10 Government Bills were introduced in the Lok Sabha, out of which eight were passed.
These legislations covered a wide spectrum of governance, including taxation, insurance reforms, energy security,
employment generation, and financial appropriations.

The Bills passed included the Manipur Goods and Services Tax (Second Amendment) Bill, the Central Excise (Amendment) Bill,
the Health Security National Security Cess Bill, and the Appropriation (No. 4) Bill, 2025.
Other significant legislations included amendments to insurance laws, nuclear energy advancement, and the
Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill.

Key Debates: Vande Mataram and Electoral Reforms

A highlight of the session was the special discussion marking 150 years of the national song “Vande Mataram.”
Initiated by the Prime Minister on December 8, the discussion lasted for 11 hours and 32 minutes,
with participation from 65 Members of Parliament.

Another major debate focused on “Electoral Reforms,” which was taken up over two days on December 9 and 10.
The discussion spanned nearly 13 hours and saw active participation from 63 Members,
reflecting the House’s engagement with democratic strengthening and institutional reforms.

Questions, Zero Hour and Public Issues

Parliamentary oversight remained robust during the session. A total of 300 starred questions were admitted,
of which 72 were answered orally. Additionally, 3,449 unstarred questions were admitted,
enabling Members to seek detailed written responses from the government.

During Zero Hour, 408 matters of urgent public importance were raised.
On December 11 alone, as many as 150 Members raised issues during Zero Hour,
underscoring the vibrancy of parliamentary democracy and responsiveness to public concerns.

Reports, Statements and Private Members’ Business

The House witnessed the laying of 2,116 papers on the Table during the session.
In addition, 41 reports of Parliamentary Standing Committees related to various departments were presented,
contributing to informed legislative scrutiny.

As many as 137 Private Members’ Bills were introduced on December 5, 2025.
A Private Members’ Resolution moved by Shri Shafi Parambil was later withdrawn after discussion,
with the permission of the House.

International Parliamentary Engagement

Adding an international dimension to the session, the Lok Sabha welcomed His Excellency Mr. Shalva Papuashvili,
Chairman of the Parliament of Georgia, along with his parliamentary delegation on December 2, 2025.
The visiting delegation was accorded a warm reception, reflecting India’s commitment to parliamentary diplomacy.
