The Indian government, under the leadership of Prime Minister Narendra Modi, has prioritized strengthening the country’s healthcare infrastructure. This commitment manifests in the creating of the Central Armed Police Forces Institute of Medical Sciences (CAPFIMS) by the Ministry of Home Affairs (MHA), guided by Home Minister Amit Shah.
CAPFIMS transcends the boundaries of serving solely Central Armed Police Forces (CAPFs) personnel and their families. It extends its reach to provide world-class medical services to a wider population. This includes retirees, beneficiaries of the Central Government Health Scheme (CGHS) Ayushman Bharat PMJAY, and the general public. This inclusive approach ensures that a significant portion of the population can access high-quality healthcare, regardless of background or social status.
To deliver on its promise of exceptional care, CAPFIMS has established a powerful partnership with the esteemed All India Institute of Medical Sciences (AIIMS) in New Delhi. Through a formal Memorandum of Association (MoA), CAPFIMS becomes a new AIIMS campus. This collaboration brings the unparalleled expertise and reputation of AIIMS to the CAPFIMS facility. The MHA will provide the necessary funding for medical equipment, furniture, and the ongoing operational costs of the AIIMS-CAPFIMS Campus. Additionally, a designated portion of the hospital beds will be specifically reserved for CAPF beneficiaries, ensuring they receive timely and specialized care. The government’s commitment is further solidified by a budget allocation of ₹2207.50 crore for the 15th Finance Commission Cycle to specifically support the AIIMS-CAPFIMS Campus operations.
The CAPFIMS facility itself is a marvel of modern medical infrastructure. This sprawling 970-bed referral and research hospital offers a comprehensive range of medical services:
- A 500-bed general hospital to address common medical needs.
- A 300-bed super-speciality hospital to provide advanced care for complex conditions.
- A dedicated 170-bed ICU/Critical Care unit equipped to handle the most severe medical emergencies.
Beyond the hospital itself, the AIIMS-CAPFIMS Campus boasts a robust academic complex. This complex houses a Medical College with 100 MBBS seats, a College of Nursing with 60 seats, and a School of Paramedics offering 300 seats. The campus is equipped to provide postgraduate degrees, diplomas, and doctoral studies, fostering a continuous cycle of learning and knowledge creation within the medical field. This creates a pipeline of highly trained medical professionals to staff the facility and serve the nation’s healthcare needs.
The AIIMS-CAPFIMS Campus goes beyond standard medical services. It recognizes the unique requirements of CAPF personnel often deployed in challenging and dangerous situations. The campus will provide specialized services such as:
- A trauma centre to address injuries sustained in the line of duty.
- An artificial limb centre for prosthetic needs.
- A mental health counselling centre to address the psychological impact of demanding work.
- A physical rehabilitation centre to aid recovery from injuries.
These specialized services ensure that CAPF personnel receive comprehensive care that addresses the physical and psychological aspects of their service.
The establishment of the AIIMS-CAPFIMS Campus signifies a significant leap forward in India’s healthcare infrastructure. This collaboration not only expands access to exceptional medical care for a wider population but also creates opportunities for medical professionals to serve the CAPF medical cadre. The project is expected to generate substantial employment opportunities, with an estimated 4354 positions created for the smooth operation of the AIIMS-CAPFIMS Campus. This project serves multiple purposes, improving access to healthcare, creating jobs, and fostering a new generation of medical professionals dedicated to serving the CAPFs and the nation.
