The Ministry of Ports, Shipping and Waterways (MoPSW) has announced a significant investment of over ₹645 crore to breathe new life into Assam’s waterways. This initiative channelled through the government’s flagship Sagarmala Programme, promises a complete overhaul of riverine infrastructure and terminals along the Brahmaputra River (National Waterway 2).
This investment goes beyond aesthetics. The core objective is to enhance connectivity and unlock economic growth in the region. Here’s a breakdown of the key projects:
- Strategic Slipways: Construction of slipways at crucial locations like Dhubri and Majuli will streamline boat launching and maintenance, ensuring smoother operations.
- Expanded Network of Passenger Terminals: New passenger terminals will be established in Ghagor (North Lakhimpur), Bahari (Barpeta), Goalpara, Guijan, Kurua, Dhubri, Disangmukh, and Matmora, catering to the diverse needs of various districts across Assam. This expanded network will significantly improve accessibility and public commutes within the state.
Recognizing the immense tourism potential of the Brahmaputra, the MoPSW is also setting its sights on promoting river tourism. The construction of seven tourist jetties along the riverbank in Oriumghat, Bhupen Hazarika Setu, Tezpur, Bogibeel Bridge, Dikhow Mukh, Kalongmukh, and Guwahati will create new avenues for travellers to experience the beauty of the Brahmaputra.
This substantial investment reflects a larger national vision – the development of a robust inland waterways network across India. Here are some key points that underscore this commitment:
- Focus on the Northeast: The government is prioritizing the development of North-Eastern states, with projects exceeding ₹1,000 crore underway in the region. Assam itself is witnessing a surge in investment, with projects exceeding ₹760 crore currently in progress.
- Envisioning a Maritime Future: The Maritime India Vision (MIV) aims to increase the share of Inland Water Transport (IWT) to 5% by 2030. This investment aligns perfectly with that vision, promoting waterways as a sustainable and cost-effective mode of transportation.
- Building a Regional Trade Hub: The Eastern Grid, encompassing the Brahmaputra, Barak, Ganga, and Sundarbans rivers, is planned to be developed. This ambitious project holds the potential to unlock a multi-billion dollar trade potential with South Asia and Eastern South Asia, positioning Assam as a key player in regional commerce.
Several transformative projects are set to revolutionize not only transportation but also tourism infrastructure in the North-Eastern Region (NER):
- Enhanced Connectivity: Six new tourist jetties and the deployment of two electric catamarans in Guwahati will significantly enhance connectivity and provide tourists with a unique way to experience the river.
- Modernized Fleet: The provision of 19 new passenger vessels specifically designed for the Brahmaputra and Barak rivers (NW-2 & NW-16) will improve passenger comfort and safety. Additionally, the construction of pontoon terminals will further streamline navigation.
- Improved Navigability: Dredging operations undertaken by the Dredging Corporation of India will ensure navigational safety and efficiency across critical stretches of the river.
- Streamlined Logistics: The development of an integrated office for immigration, customs, and the Inland Waterways Authority of India (IWAI) at Bogibeel will streamline logistics and trade movement.
These new projects come on the heels of ongoing initiatives like the comprehensive development of NW-2 and the construction of a ship repair facility at Pandu. This combined effort positions Assam for significant growth in its maritime sector, creating new job opportunities and boosting the regional economy.
The ₹645 crore investment and the multitude of developmental projects signify the government’s commitment to:
- Boosting Multimodal Connectivity: Improved infrastructure will not only enhance the movement of people and goods within Assam but also strengthen connections with neighbouring states, fostering regional integration.
- Stimulating Economic Growth: Increased trade and tourism will create new business opportunities and jobs across various sectors, leading to overall economic prosperity in the region.
- Promoting Sustainable Tourism: The development of tourist jetties and electric catamarans will not only attract more visitors but also promote eco-friendly tourism practices, preserving the natural beauty of the Brahmaputra.
This investment marks a significant step towards unlocking the immense potential of waterways in Assam and the entire North-Eastern region. By focusing on infrastructure development, promoting tourism, and fostering sustainable practices, the MoPSW is paving the way for a brighter future for Assam’s waterways.
