On December 14, 2024, the Indian Posts & Telecommunications Accounts and Finance Service (IP&TAFS) celebrated its 50th Foundation Day in New Delhi. The event was graced by Vice President Shri Jagdeep Dhankhar, who served as the chief guest, and Union Minister of Communications and Development of North Eastern Region, Shri Jyotiraditya M. Scindia. Other senior officials, including Shri Manish Sinha, Member (Finance) at the Digital Communications Commission, and Smt. Vandana Kaul, Secretary of the Department of Posts, were also present.
In his address, Vice President Dhankhar emphasized the need for modern civil servants to be tech-savvy and act as facilitators of change, breaking traditional administrative boundaries. He highlighted the importance of cross-departmental collaboration and encouraged the adoption of artificial intelligence-powered audit systems, while stressing the necessity of human oversight in critical decisions.
Union Minister Scindia, in his speech, outlined three key pillars for the success of the department: ensuring stability in the telecom sector, empowering pensioners, and fostering the cadre’s adaptability to technological advancements. He praised the IP&TAFS officers for their role in implementing the SAMPANN pension model, which has streamlined pension disbursement for over 5 lakh pensioners. He also acknowledged their contributions to the consolidation of the Digital Bharat Nidhi (DBN) and reaffirmed the department’s commitment to the principles of inclusivity, innovation, and security, which serve as a protective shield for every citizen of India.
The IP&TAFS, established in 1974, has played a pivotal role in shaping India’s telecommunications and postal financial systems. The service manages spectrum auctions, generates significant revenue through License Fees and Spectrum Usage Charges (approximately ₹25,000 crore annually), and oversees the financial health of over 3,500 telecom and internet companies. It also supports the government’s Universal Service Obligation Fund (USOF), which focuses on enhancing digital inclusion across urban and rural India.
One of the significant contributions of IP&TAFS is its management of pension services through the SAMPANN platform, which ensures efficient, transparent, and dignified pension delivery to nearly 4.5 lakh retirees. The service also played a crucial role during the COVID-19 pandemic by processing over 80,000 pension cases under VRS 2019, ensuring financial security for many families during challenging times.
Additionally, IP&TAFS officers oversee the financial operations of the Department of Posts across 23 Postal Accounts Offices (PAOs). Their work ensures smooth and accountable delivery of postal services, while their robust internal audit function maintains financial integrity across the postal system.
In recent years, the service has led modernization efforts through innovative technological solutions, such as IT-based accounting systems and improved pension management tools. These initiatives have significantly enhanced the financial health of the Department of Posts and the delivery of services across India.
The 50th Foundation Day celebration marks a milestone in the IP&TAFS’s journey and serves as a reflection on its legacy and continued commitment to excellence in public service, financial governance, and nation-building in the digital era.
