To address the challenges posed by the fog season, the Ministry of Civil Aviation has undertaken a series of consultations over the past two months with key stakeholders, including airlines, airport operators, the Directorate General of Civil Aviation (DGCA), Bureau of Civil Aviation Security (BCAS), Airports Authority of India (AAI), Indian Meteorological Department (IMD), and Central Industrial Security Force (CISF). These discussions focused on ensuring smooth airport operations and enhancing the passenger experience during weather disruptions.
1.Enhanced Communication:
Airlines are required to proactively inform passengers about delays or cancellations due to visibility issues.
Online ticketing agents have been sensitized to improve clarity in communication with affected passengers.
2. Timely Flight Adjustments:
Airlines must cancel flights if delays exceed three hours to reduce passenger inconvenience.
3. Improved Coordination:
Airlines’ Operations Control Centers (OCCs) have been advised to strengthen real-time decision-making through better coordination with airport stakeholders.
The AAI has implemented new Standard Operating Procedures (SOPs) for Wide Area Traffic Management, enhancing collaboration among ATC, AOCC, CATFM, and airline OCCs.
4. Technological Upgrades:
The IMD, in coordination with AAI, is expediting the installation of the Advanced Weather Observation System (AWOS) at Delhi Airport and other fog-prone airports.
Delhi Airport has operationalized CAT III Instrument Landing Systems (ILS) on three runways, including Runway 10/28, to enable Low Visibility Operations.
5. Passenger Convenience:
BCAS has introduced guidelines for smooth passenger re-entry in case of flight cancellations, while CISF has conducted drills to facilitate this process.
Passengers will not be held inside delayed aircraft for more than 90 minutes, ensuring better comfort.
6. Operational Enhancements:
Airlines have deployed adequate CAT II/CAT III-compliant crew and aircraft to handle Low Visibility Operations efficiently.
Delhi Airport has installed LED screens at prominent locations for real-time visibility updates and increased the number of “Follow-Me” vehicles to assist pilots during low visibility.
7. Staffing Improvements:
Airlines have committed to full staffing at check-in counters during peak hours to minimize delays and ensure smoother processing.

These measures align with the Civil Aviation Ministry’s focus on promoting the “Ease of Flying” initiative. The ministry’s proactive approach aims to mitigate the challenges posed by adverse weather conditions, ensuring passenger safety, convenience, and a seamless travel experience during the fog season.
