Lok Sabha Speaker Om Birla, while addressing the newly elected members of the Haryana Legislative Assembly, emphasized the importance of quality legislative drafting and the active involvement of elected representatives in shaping laws. Speaking at the inaugural session of a two-day orientation program in Chandigarh, he highlighted how well-crafted laws, developed through wider consultations, lead to better governance and policy implementation.
Shri Birla underscored that newly elected legislators must familiarize themselves with the legislative process early on to ensure that the concerns of the people they represent are adequately addressed. He pointed out that effective lawmaking requires both knowledge and skill, and regular capacity-building initiatives can strengthen lawmakers’ ability to draft meaningful and impactful legislation. He also advocated for the digitization of state legislative debates, making historical discussions more accessible for legislators to refine their understanding of policy issues.
Financial autonomy for state legislatures was another key issue raised by the Speaker. He argued that granting legislatures greater financial independence would enhance their efficiency and effectiveness. Addressing the conduct of elected representatives, Shri Birla urged legislators to engage in constructive debates rather than resorting to planned disruptions. He emphasized that a well-functioning assembly is essential for a transparent and accountable government. By focusing on substantive discussions within the framework of established rules and procedures, lawmakers can better serve their constituents. He also encouraged the first-time legislators of Haryana to study legislative protocols thoroughly to raise issues in a well-informed and effective manner.
Recognizing the role of technology in modern governance, the Speaker advised legislators to leverage digital tools and innovation to enhance their contributions. He asserted that the best legislators are those who engage in meaningful discussions, base their arguments on thorough research, and utilize technology to make informed decisions. Shri Birla encouraged the new MLAs to aspire to excellence in their roles, using the legislative platform to advocate for the needs and aspirations of the people they serve.
Reflecting on Haryana’s contributions to the country, he praised the state for its significant role in economic and social empowerment. Acknowledging the rich history of the Haryana Legislative Assembly, he commended its role in holding the Executive accountable and addressing the hopes of the people.
During the event, the Speaker led the legislators in reading the Preamble to the Constitution of India, reinforcing their commitment to democratic values. The session was attended by Haryana Chief Minister Nayab Singh Saini, Haryana Speaker Harvinder Kalyan, and presiding officers from Uttar Pradesh and Punjab. The Chief Minister welcomed Shri Birla with great warmth, and he was also accorded a Guard of Honour upon his arrival at the Assembly premises.
