The Department of Social Justice and Empowerment (DoSJE), along with its affiliated organizations, actively participated in Special Campaign 4.0, launched by the Department of Administrative Reforms and Public Grievances (DARPG). The campaign, held from October 2 to October 31, 2024, aimed to institutionalize cleanliness and reduce pendency in government offices, emphasizing the values of “Swabhav Swachhata” (cleanliness as a habit) and “Sanskar Swachhata” (cleanliness as a virtue).
Phases of the Campaign
Special Campaign 4.0 was divided into two distinct phases:
1. Preparatory Phase (September 16-30, 2024):
Identification of pending issues, including references from MPs, state governments, and other ministries.
Marking public grievances, PMO references, and appeal cases for resolution.
Identifying areas needing cleaning, beautification, and decluttering.
2. Main Phase (October 2-31, 2024):
Focused on resolving the identified issues.
Cleaning and sprucing up office spaces, weeding out outdated files, and disposing of unnecessary items.
Addressing public grievances, PMO references, and other pending matters.
Achievements of the Campaign
During the preparatory phase, the department identified key targets, achieving significant milestones:
100% achievement in cleanliness campaigns, reviewing physical and e-files, and fulfilling parliamentary assurances.
73% completion of public grievances and 66% resolution of PMO references.
50% achievement in addressing references from MPs.
Over 6,369 square feet of office space cleaned and decluttered.
A revenue of ₹1,21,000 was generated through the disposal of scrap materials.
Participation and Impact
The campaign saw enthusiastic participation from government and NGO/trust-run educational institutions where SC and OBC students benefit from department scholarships. A total of 27 cleanliness sites were cleaned, including Shastri Bhawan, Pt. Deen Dayal Antyodaya Bhawan, Kothi No. 8, and the Mahila Imdad Committee campus in Paharganj, New Delhi.
The efforts ensured a significant reduction in pendency while enhancing the overall office environment. The achievements were uploaded on the SCDPM portal, showcasing the department’s commitment to cleanliness and efficient governance.
A Spirit of Cleanliness
Through “Swabhav Swachhata – Sanskar Swachhata,” the campaign reinforced the importance of cleanliness as both a habit and a cultural value, setting an example for other departments and organizations. The Ministry of Social Justice and Empowerment remains dedicated to promoting these ideals as part of its broader mission under the Azadi Ka Amrit Mahotsav initiative.
