Trump Administration Freezes Most Foreign Aid; Israel and Egypt Exempted

The newly sworn-in Trump administration has issued a sweeping order to freeze all U.S. foreign aid, with exceptions for Israel and Egypt, according to an AFP report. This move aligns with President Donald Trump’s “America First” policy, aimed at restricting overseas assistance.

Details of the Order

An internal memo from U.S. Secretary of State Marco Rubio outlined that no new funds would be obligated for foreign aid until all proposals for new or extended awards are reviewed and approved. The freeze encompasses a wide range of development and military assistance programs, including aid to Ukraine, which had previously received substantial funding for its defense against Russian aggression.

Key exemptions were made for military aid to Israel and Egypt. Israel continues to receive significant U.S. defense funding, bolstered further following the Gaza conflict. Egypt’s exemption stems from its longstanding peace treaty with Israel, which has ensured consistent U.S. military support since 1979.

Impact on Global Aid Programs

The directive also pauses funding for the President’s Emergency Plan for AIDS Relief (PEPFAR), a program credited with saving approximately 26 million lives since its launch in 2003. This freeze could delay critical HIV/AIDS treatments in developing nations, primarily in Africa. Additionally, emergency food assistance will continue on a case-by-case basis, addressing crises in countries like Sudan and Syria.

The memo mandates an internal review of all foreign aid programs within 85 days to ensure their effectiveness and alignment with Trump’s foreign policy priorities. Secretary Rubio emphasized the need to avoid duplication and inefficiencies in existing aid commitments.

Global Context

In 2023, the U.S. provided over $64 billion in overseas development assistance, maintaining its position as the world’s largest donor in absolute terms. However, this new directive signals a significant shift in U.S. foreign aid policy under Trump’s leadership.

This move has sparked concerns over the potential impact on global development and humanitarian efforts, especially in conflict-affected and economically struggling regions.
