Jal Shakti Minister Launches C-FLOOD Forecast System

A Unified Step Towards Flood Resilience

Union Minister of Jal Shakti, Shri C. R. Patil, on July 3, 2025, launched C-FLOOD — a cutting-edge web-based platform designed to provide advance flood inundation forecasts at the village level. The inauguration took place at Shram Shakti Bhawan, New Delhi, marking a significant stride in India’s disaster management landscape.

Developed through the joint efforts of the Central Water Commission (CWC), Centre for Development of Advanced Computing (C-DAC), and National Remote Sensing Centre (NRSC), C-FLOOD stands as a symbol of collaborative innovation. This initiative is a part of the National Supercomputing Mission (NSM) led by the Ministry of Electronics and Information Technology (MeitY) and the Department of Science and Technology (DST).

What Makes C-FLOOD Unique?

C-FLOOD delivers two-day advance flood forecasts using dynamic 2-D hydrodynamic modelling, mapping potential inundation up to the village level. This means that even remote, flood-prone areas can now receive early warnings, allowing residents and authorities to respond faster.

Currently, the system covers Mahanadi, Godavari, and Tapi river basins. Simulations for the Mahanadi Basin are executed on High Performance Computing (HPC) infrastructure at C-DAC, Pune. Outputs for Godavari and Tapi are integrated from NRSC’s models developed under the National Hydrology Project (NHP).

From Forecasting to Action

Speaking at the launch, the Minister emphasized the importance of real-time data and forecast integration into platforms like the National Disaster Management Emergency Response Portal (NDEM). He directed agencies to undertake inundation studies for all river basins and improve the accuracy of forecasts through satellite data validation and ground-level verification.

The platform isn’t just a technical tool. It is a decision-support system designed for disaster response agencies, state governments, and local communities. This unified model consolidates outputs from multiple agencies into one coherent interface, removing ambiguity and saving precious time during crises.

Strengthening Public Preparedness

The minister urged stakeholders to popularize the portal to increase public awareness and resilience. By ensuring that every gram panchayat and disaster authority is aware of and trained in using C-FLOOD, the government hopes to reduce human and economic losses caused by floods significantly.

This launch also aligns with India’s broader mission under “Jal Shakti Abhiyan” to enhance water resource management and climate resilience through technology-driven solutions.

Looking Ahead

With plans to scale up to more river basins soon, C-FLOOD represents the future of disaster preparedness in India. It stands not just as a platform, but a promise — that with the right tools, communities can face nature’s challenges head-on.
