MSTC’s Digital Leap Under PM Modi’s Vision

MSTC Ltd, a Mini Ratna PSU under the Ministry of Steel, has taken a significant digital step forward. Union Minister for Steel and Heavy Industries, Shri H.D. Kumaraswamy, inaugurated the company’s new corporate office at World Trade Center, Narojinagar, New Delhi. The highlight of the event was the launch of the Upkaran E-Portal—a pioneering digital initiative aimed at modernizing government inventory and asset management.

From Scrap Trading to Digital Governance Champion

MSTC’s journey is a reflection of India’s evolving governance model. Founded in 1964 as a scrap trading agency, MSTC has transformed into a powerful digital auction platform. Today, it plays a key role in public asset monetisation, coal block sales, and spectrum auctions.

With over 4 lakh successful auctions and an ISO-certified digital infrastructure, MSTC stands at the forefront of e-transparency in India’s public sector. This transformation supports the broader vision of Prime Minister Narendra Modi to infuse technology, efficiency, and transparency into every facet of governance.

Upkaran E-Portal: A Game-Changer in Digital Governance

The newly launched Upkaran E-Portal is set to revolutionize how the government handles its machinery and equipment inventory. This end-to-end digital platform allows departments, PSUs, and institutions to list, procure, transfer, or dispose of surplus assets.

This move will significantly improve cost-efficiency and sustainability in government operations. By digitizing equipment management, Upkaran supports Make in India, boosts MSMEs, and promotes competitive and transparent procurement.

According to the Press Information Bureau, this portal will also enable greater synergy across ministries and reduce resource wastage.

Strategic Move to Delhi for Policy Integration

The decision to relocate MSTC’s head office to Delhi’s policy corridor is a strategic step. It offers better inter-ministerial coordination and places MSTC in the heart of decision-making. This will strengthen the company’s ability to contribute to national-level platforms for procurement, resource planning, and policy execution.

In his address, Shri Kumaraswamy remarked, “MSTC is more than just an institutional asset; it is a model for technology-driven public service.” He emphasized that the Ministry of Steel will continue supporting MSTC’s expanding digital role in nation-building.

Driving PM Modi’s Vision of Viksit Bharat 2047

MSTC’s digital transformation directly aligns with the Viksit Bharat 2047 roadmap. The government’s long-term vision is to make India a global leader in digital governance. MSTC plays a key part in this effort by facilitating accountable, secure, and inclusive public service delivery.

By enabling faster, cleaner, and more efficient auctions, MSTC boosts economic productivity while minimizing human errors and corruption. Its role as a digital enabler makes it a critical cog in PM Modi’s reform machinery.

Public Asset Monetisation: A Strategic Mission

Through MSTC’s digital auction platform, the government has monetized idle and underutilized public assets across India. These include industrial machinery, land, vehicles, and coal mines.

The National Monetisation Pipeline (NMP) lists asset monetisation as a key economic driver. MSTC supports this mission with a proven digital infrastructure and trusted service ecosystem.

MSTC: Empowering MSMEs and Startups

The Upkaran E-Portal is not just for the government. It offers opportunities for startups and MSMEs to bid on surplus machinery, helping them grow affordably. This move supports economic decentralization and strengthens local manufacturing.

By offering open access to machinery and materials, MSTC enables small businesses to thrive—especially in tier-2 and tier-3 cities where such access was once limited.

MSTC’s digital leap is not just about tech upgrades—it’s about reimagining governance. With the inauguration of its New Delhi office and the launch of the Upkaran E-Portal, MSTC reaffirms its role as a national leader in e-transparency, digital trade, and smart governance.

Under PM Modi’s leadership and with support from the Ministry of Steel, MSTC is not only transforming public procurement but also enabling India’s broader push towards a digital-first, transparent, and accountable future.
