Govt Earns ₹3220 Cr via Scrap in Secretariat Reform Drive

The Department of Administrative Reforms and Public Grievances (DARPG) has released the 23rd monthly Secretariat Reforms Report for June 2025, showcasing major strides in governance reform. With an impressive revenue of ₹3220.04 crore generated from scrap disposal since 2021, the report reflects a strong focus on cleanliness, digitization, and efficiency in public administration.

Swachhata Campaign: Revenue from Waste

One of the biggest achievements comes from the ongoing Swachhata campaign. Between December 2024 and June 2025 alone, ₹855.99 crore was earned from scrap disposal, bringing the cumulative total to ₹3220.04 crore. The Ministry of Railways and Ministry of Coal led this effort, freeing up 11.67 lakh sq. ft of valuable office space across 8,128 government sites.

In June 2025, ₹56.07 crore was generated from scrap, and over 52,000 obsolete files were removed to reduce clutter. These efforts have contributed significantly to workplace cleanliness and administrative efficiency.

Citizen-Centric Best Practices

The report also outlines several citizen-focused initiatives undertaken by Ministries and Departments. Some notable examples include:

  • Awareness sessions in OPDs on cleanliness by the Department of Health & Family Welfare.
  • Massive plastic removal drive at Bandra Kurla Complex organized by the Department of Financial Services (DFS).
  • Coal India Limited hosted a Thalassemia Bal Seva Yojna Workshop in New Delhi under the Ministry of Coal.

These activities reflect the government’s efforts to embed public welfare and environment-conscious behavior in its operations.

Efficiency Boost Through Digitization

Administrative processes saw major enhancements thanks to digitization:

  • Average distinct file transaction levels dropped from 7.19 in 2021 to 4.15 in June 2025 due to delayering.
  • 96.26% of all government files are now handled digitally as e-Files.
  • 94.74% of incoming documents were processed as e-Receipts.
  • 19 ministries achieved 100% e-Receipt adoption in June 2025.
  • Over 3,812 inter-ministerial files were seamlessly exchanged using e-Office infrastructure.

This widespread adoption of e-Governance tools aligns with the government’s goal of a transparent, paperless, and efficient administration.

Reducing Pendency and Grievance Redressal

In June 2025, over 4.70 lakh public grievances (89.10% of total) were resolved. The government also responded to 1,229 MP references and 230 state government references, reflecting its resolve to be a responsive and people-oriented administration.

Conclusion: A Model for Modern Governance

The 23rd Secretariat Reforms Report reinforces India’s commitment to good governance through cleanliness, citizen participation, and digital transformation. It showcases measurable progress that supports the Modi government’s vision of “Minimum Government, Maximum Governance.”
