Three Judicial Officers Appointed as Delhi HC Judges

New Delhi, July 22, 2025: The Union Government has officially notified the appointment of three senior judicial officers as judges of the Delhi High Court, strengthening the capital’s judiciary further. The newly appointed judges are Vinod Kumar, Shail Jain, and Madhu Jain.

Union Law Minister Confirms Appointments

Union Law Minister Arjun Ram Meghwal announced the appointments via a post on X (formerly Twitter). With these appointments, the total strength of judges at the Delhi High Court has increased to 43. However, the sanctioned strength remains at 60, indicating the need for further appointments.

Who Are the Newly Appointed Judges?

Here’s a closer look at the profiles of the three judicial officers who have now ascended to the bench of the Delhi High Court:

Judge Vinod Kumar previously served as the Principal District and Sessions Judge of the East District, stationed at Karkardooma Courts.

In South District, Judge Shail Jain held the post of Principal District and Sessions Judge at Saket Courts.

Meanwhile, Judge Madhu Jain carried out her duties in the West District, heading the Tis Hazari Courts in the same capacity.

These appointments mark a significant milestone in their careers and come at a crucial time when the judicial workload in Delhi is steadily increasing.

Collegium Recommendations Backed the Appointments

The appointments were preceded by recommendations from the Supreme Court Collegium. On July 1, the Collegium approved the names of Shail Jain and Madhu Jain. A day later, on July 2, the name of Vinod Kumar was also cleared.

This sequence of approvals highlights the procedural diligence followed by the higher judiciary in selecting qualified candidates for High Court elevation.

Delhi High Court’s Growing Bench Strength

Just a day prior to this announcement, six judges — Justice V. Kameswar Rao, Justice Nitin Wasudeo Sambre, Justice Vivek Chaudhary, Justice Anil Kshertarpal, Justice Arun Monga, and Justice Ok Prakash Shukla — were also sworn in. This reflects a sustained effort to fill existing vacancies and improve case disposal rates.

Why Timely Appointments Matter

The Delhi High Court is one of the busiest in the country. Vacancies often result in delayed justice and increased pendency. With 43 out of 60 seats now filled, the High Court is better equipped to handle its increasing caseload. However, there’s still a long way to go to achieve full strength.

Government and Judiciary Align on Appointments

The timely notifications from the Ministry of Law and Justice indicate a rare alignment between the executive and judiciary. The appointments are expected to help reduce pendency and boost public confidence in the justice system.

The elevation of Vinod Kumar, Shail Jain, and Madhu Jain to the Delhi High Court marks not only personal milestones but also signals an administrative push toward reducing judicial vacancies.
