PM-DAKSH: Empowering Marginalized Communities

The PM-DAKSH Yojana is changing lives across India. This central government initiative is helping thousands from marginalized backgrounds find their footing through skill development. Launched in 2020–21, the scheme stands as a major push towards inclusive growth and social justice.

What is PM-DAKSH Yojana?

PM-DAKSH (Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi) is a Central Sector Scheme by the Ministry of Social Justice and Empowerment. Its core aim is to enhance the employability of:

  • Scheduled Castes (SCs)
  • Other Backward Classes (OBCs)
  • De-notified Tribes (DNTs)
  • Economically Weaker Sections (EWS)
  • Safai Karamcharis, including Waste Pickers

These communities often lack economic assets and face systemic barriers. PM-DAKSH seeks to bridge that gap with structured training and support.

Objectives of PM-DAKSH

The scheme has multiple goals:

  • Provide demand-driven skill training for self and wage employment
  • Improve livelihood opportunities for marginalized sections
  • Promote dignity of labor and self-reliance
  • Foster entrepreneurship among disadvantaged groups

Through competency-based learning, it equips beneficiaries to step into mainstream economic activities with confidence and skills.

Eligibility Criteria

Not everyone is eligible, but the scheme is inclusive. Here’s how:

  • OBCs and EWS: Family income must be below ₹3 lakh annually
  • SCs, DNTs, Safai Karamcharis (incl. Waste Pickers): No income limit

This design ensures that even the poorest of the poor can access training without financial worries.

Training That Transforms

PM-DAKSH offers various types of training depending on the candidate’s educational level and interest:

  • Short-Term Training: For quick upskilling in 3-6 months
  • Entrepreneurship Development: For those aiming to start small businesses
  • Upskilling Programs: For those already in a profession needing advanced knowledge

Training partners include government institutions, NGOs, and reputed private agencies. Certification and placement support are also part of the package.

Funding and Scope

The scheme has a total outlay of ₹450 crore for 2021–26. For 2025–26 alone, the allocation remains unchanged at ₹130 crore. This funding supports infrastructure, trainers, stipend for trainees, and certification processes.

Real Impact on the Ground

Thousands have already benefited. For example, Rekha Devi from Uttar Pradesh, a Safai Karamchari, learned tailoring under PM-DAKSH. Today, she runs her own stitching center and employs two more women.

In another case, Arjun Kumar, an OBC youth from Bihar, completed mobile repair training and now earns over ₹15,000 monthly through his small business.

Why PM-DAKSH Matters

This scheme is more than just training. It’s about restoring dignity, ensuring livelihoods, and breaking generational poverty cycles. With proper skills, marginalized citizens can move from dependency to empowerment.

It’s also aligned with the government’s vision of Atmanirbhar Bharat (Self-Reliant India) by creating self-sustaining communities.

What Lies Ahead?

The government aims to strengthen PM-DAKSH further through digital training platforms, better industry linkages, and mentorship programs. By 2026, thousands more are expected to be trained and placed.
