IIS Officers Urged to Uphold Credible Communication

In a stirring address to the IIS Officer Trainees (2023–24 batch), Lok Sabha Speaker Shri Om Birla emphasized the critical role of information officers in shaping public discourse in India’s vibrant democracy. Speaking at the Parliament premises on July 30, 2025, he highlighted the urgency of responsible communication in a fast-moving digital world.

India’s Story Must Be Told with Truth and Purpose

“India’s stories of resilience, innovation, inclusion, and development must be told with authenticity and integrity,” said Shri Birla. He reminded the officer trainees that information is not just power—it is a profound responsibility.

At a time when misinformation spreads faster than facts, he stressed the importance of clear, evidence-backed communication. IIS officers, he said, are the first line of defense against fake news and distorted narratives.

Bridging the Gap Between the State and Citizens

The Indian Information Service (IIS) is not just about press releases. According to Shri Birla, its officers must act as “interpreters of policy,” helping citizens understand government decisions and programs in simple, trustworthy terms.

He explained that IIS officers are the human link between governance and the public, a role that demands deep understanding of India’s diversity, parliamentary democracy, and evolving media landscape.

Democracy Needs Informed Communicators

“Understanding of parliamentary processes and democratic ideals is a foundational need for civil servants,” Shri Birla stated. He encouraged officer trainees to study how bills become laws, and to understand the function of parliamentary committees, question hour, and special mentions.

These are not just formalities—they reflect public concerns and shape national policy. A well-informed information officer can translate these complex proceedings into information that the common citizen can grasp and trust.

Information Officers in the Digital Age

In today’s digital world, the pressure on IIS officers is immense. The 24×7 news cycle, social media, and instant opinions make misinformation hard to contain. Shri Birla pointed out that the solution lies in credible, timely, and transparent communication.

He said, “You are entering a service where every word you write carries the weight of national interest.” Officers must ensure their communication is not only accurate but also empathetic and accessible.

Technology as a Catalyst for Good Governance

The Speaker strongly advocated for the use of digital tools to enhance government communication. From AI and data analytics to e-governance platforms, these technologies can improve both the speed and accuracy of public messaging.

“Leveraging technology bridges the gap between citizens and the government,” he said. He also urged officers to continually upskill and adapt to the changing media and tech landscape.

Viksit Bharat 2047: A Vision for the Future

Shri Birla reminded the young officers of the collective national vision of Viksit Bharat 2047—an India that is innovative, inclusive, and globally respected. He called on IIS trainees to adopt this vision as their daily motivation and guiding principle.

He stated that India’s democratic model is not only effective but essential for ensuring transparency, accountability, and participation. In this, the role of information officers becomes indispensable.

Training Ground: Parliament of India

The IIS officer trainees were on a 3-day attachment with the Parliament of India. During their visit, they observed Lok Sabha proceedings and interacted with senior officials, including Vice Chancellor of IIMC Dr. Pragya Paliwal and IIS Course Director Smt. Rashmi Roja Tushara.

This hands-on exposure aimed to deepen their understanding of democratic institutions and prepare them for the challenges ahead in public communication.

Conclusion: Words That Shape a Nation

Information, when delivered truthfully and effectively, becomes a tool for empowerment. Lok Sabha Speaker Shri Om Birla’s address to the IIS trainees was not just a speech—it was a call to action.

He urged them to become more than government spokespersons. He called on them to be defenders of democracy, champions of public trust, and storytellers of a changing India.

In today’s India, where perception often precedes reality, the responsibility to shape informed opinions lies heavily on those who serve in the Indian Information Service. With the right values, vision, and voice, these young officers can become true nation-builders.
