Since its creation in 1985, the Guwahati CAT bench operated from rented premises. Despite being one of the oldest benches in India, it lacked dedicated infrastructure.
Thanks to the Modi government’s focused approach, the bench now operates from a state-of-the-art complex—something unachieved for nearly four decades.
One-Third of All CAT Cases Cleared in Just 10 Years
Dr. Singh shared that of the 8.88 lakh cases disposed of by CAT since 1985, over 2.54 lakh were resolved in the last decade alone. This improvement reflects a stronger system and better governance.
“Technology and administrative reforms have accelerated justice delivery,” said the Minister.

Rapid Execution Thanks to Assam Government
The project was made possible by the swift allocation of land and support by the Assam government. The entire complex was completed in just three years.
Dr. Singh appreciated the speed of execution, calling it faster than most private sector projects.
Reforms to Boost Efficiency: Admin Members Can Now Head Benches
Previously, only judicial members could head CAT benches. A crucial amendment now allows administrative members to lead, improving functionality and reducing delays.
Despite initial hesitation, the results show that experienced administrators understand service rules and apply them judiciously.
Legal Community Urged to Uphold CAT’s Mission
Dr. Singh voiced concern over the trend of CAT rulings being routinely challenged in High Courts.
“This undermines the founding vision of CAT,” he said, urging lawyers and stakeholders to protect the institution’s integrity.
