India is taking a bold leap into the future. Bharat Sanchar Nigam Limited (BSNL) and Numaligarh Refinery Limited (NRL) have signed a historic Memorandum of Understanding (MoU) to launch the country’s first 5G CNPN (Captive Non-Public Network) in the refinery sector.
This move aims to accelerate the adoption of Industry 4.0 technologies across India’s strategic industries. The agreement was signed during the “Industry 4.0 Workshop for CPSEs” in Guwahati, organized by the Ministry of Finance.
Enabling a Digital Industrial Revolution

At its core is the deployment of an indigenous 5G CNPN—a secure, high-speed, low-latency network designed specifically for critical industrial operations.
This marks the first-ever implementation of such a network in India’s refinery sector.
What Is 5G CNPN and Why It Matters
5G CNPN allows organizations to operate private networks that are isolated from public telecom traffic. It provides secure and ultra-reliable connectivity. This ensures that operations—like IoT sensors, real-time analytics, and AR/VR training—run without interruptions.

The workshop in Guwahati brought together top officials from CPSEs, including the Secretary of the Department of Public Enterprises (DPE), CMDs of BSNL and NRL, and leaders from AMTRON and the Ministry of Finance. They discussed the adoption of cutting-edge technologies like:

- 3D Printing integrated with AI
- Augmented and Virtual Reality (AR/VR)

NRL’s leadership is equally optimistic. CMD NRL emphasized that 5G CNPN will boost cybersecurity, real-time monitoring, and worker training through technologies like digital twins and AR/VR modules. “This is a game-changer,” he said, “for safety, productivity, and skill development.”
A Model for the Future
This collaboration sets a national precedent. The Secretary, DPE, praised it as a powerful example of the government’s Whole-of-Government (WoG) approach. It shows how different arms of governance can work together to modernize India’s industrial base, create jobs, and foster innovation—especially in underserved regions like the North East.
Other industries and PSUs are expected to replicate this model. The rollout of 5G CNPNs across sectors like steel, coal, power, and textiles could revolutionize India’s entire industrial ecosystem.

The MoU is a clear example of how Digital India is no longer a vision—it is reality. By using local talent, indigenous technology, and public sector collaboration, India is setting the benchmark for smart industrialization.
