MoSPI Holds Key Meet on Services Sector Survey

RR Team, August 14, 2025August 14, 2025
New Delhi, August 14, 2025: The Ministry of Statistics and Programme Implementation (MoSPI) brought together top policymakers, economists, and industry leaders for a high-level brainstorming session on the upcoming Annual Survey of Services Sector Enterprises (ASSSE). The event, held at Dr. Ambedkar International Centre in New Delhi, aimed to refine survey methodology and design based on insights from a recent pilot study.Organised by the National Statistics Office (NSO), the session drew nearly 100 participants from government departments, industry associations, research bodies, and global institutions, including the RBI, World Bank, NITI Aayog, and major trade organisations. The gathering marked a significant step towards generating more granular and reliable data on India’s dynamic services sector.

Why ASSSE Matters

Addressing the inaugural session, MoSPI Secretary Dr. Saurabh Garg stressed the critical role of the services sector in India’s GDP, exports, FDI inflows, and employment generation. He highlighted the lack of detailed, periodic data and emphasised the survey’s potential to bridge this gap. Dr. Garg urged industry bodies to support the initiative by sharing accurate and timely information, which will enhance the survey’s credibility and utility.

The ASSSE will complement existing surveys like the Periodic Labour Force Survey (PLFS) and the Annual Survey of Unincorporated Sector Enterprises (ASUSE), offering policymakers a fuller picture of economic trends and policy needs.

Insights from Experts

Dr. Rakesh Mohan, Member of the Economic Advisory Council to the Prime Minister (EAC-PM), identified key sub-sectors needing priority attention. Dr. Ram Singh from the Delhi School of Economics praised the integration of GSTN data, while World Bank economist Thomas Danielewitz underscored the value of a comprehensive Business Register for future surveys.

Senior officials, including Ms. Geeta Singh Rathore, Director General of the National Sample Survey, provided a detailed overview of ASSSE’s scope, objectives, sampling frame, and pilot findings. International best practices were also reviewed to align India’s approach with global standards.

Key Takeaways

  • Endorsement of GSTN database as the primary sampling frame
  • Customisation of survey tools to meet stakeholder needs
  • Closer industry engagement to improve response rates
  • Alignment with global survey methodologies for comparability

The open-floor discussion allowed stakeholders to voice their specific data needs and expectations, helping shape a consensus on survey priorities. Participants agreed that ASSSE could become a cornerstone for evidence-based policymaking in India’s service economy.
