Vision and Objectives
Shri Rajit Punhani, Secretary, MSDE, highlighted the scheme’s transformative potential. “The National Scheme for ITI Upgradation is about reimagining vocational training in India. Through a Hub-and-Spoke model, industry-led governance, and global-standard training, ITIs will become centres of innovation, employability, and entrepreneurship,” he said.
The initiative aims to modernize 1,000 ITIs nationwide, including 200 Hub ITIs with state-of-the-art labs and innovation centres, and 800 Spoke ITIs to ensure broader reach. Five National Skill Training Institutes (NSTIs) will be upgraded as National Centres of Excellence (NCoEs) with global partnerships.
Stakeholder Engagement
The workshop featured presentations on Odisha’s ITI journey, showcasing infrastructure improvements, industry linkages, and strategic plans. Industry representatives emphasized aligning training with future workforce needs, while principals and faculty provided practical insights. Recommendations focused on curriculum modernization, hybrid training modes, AI integration in sectors like agriculture and medicine, and enhanced apprenticeship opportunities.
Given Odisha’s prominence in mining, participants highlighted targeted skilling programs for high-value mining operations and allied industries. This approach aims to create employment opportunities for youth and address local industry needs.
Funding and Implementation
Approved by the Union Cabinet on May 7, 2025, the scheme has a ₹60,000 crore outlay over five years. Funding is tripartite: ₹30,000 crore from the Centre, ₹20,000 crore from states, and ₹10,000 crore from industry, including CSR contributions. SPVs co-owned by government and anchor industry partners will manage ITI clusters, ensuring high-quality, industry-aligned training.
Way Forward
The workshop, attended by senior officials including Ms. Sonal Mishra (MSDE) and Shri Pinaki Pattnaik (World Skill Center), reinforced the government’s commitment to creating globally competitive skill hubs. Active industry participation is expected to ensure long-term success and prepare India’s youth for the jobs of the future.
