ECI Reviews State CEO Preparedness for Nationwide SIR

The Election Commission of India (ECI) convened the third Conference of Chief Electoral Officers (CEOs) of 2025 at the India International Institute for Democracy and Electoral Management (IIIDEM) in New Delhi. Chief Election Commissioner Shri Gyanesh Kumar inaugurated the event alongside Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi. The conference focused on assessing the preparedness of all State and Union Territory CEOs for the nationwide Special Summary Revision (SIR) exercise.

Sharing Best Practices and Strategies

During the conference, CEOs presented detailed reports on their respective States and Union Territories, covering the number of electors, last SIR qualifying dates, and updates to the Electoral Roll. The CEO of Bihar provided a presentation on strategies, challenges, and best practices, offering a model for other states to follow.

The ECI emphasised digitisation efforts, the uploading of Electoral Rolls on State/UT CEO websites, and mapping of current electors with the previous SIR data to ensure accuracy and completeness.

Polling Station Rationalisation

To ensure uniform voter distribution, the Commission reviewed the rationalisation of polling stations so that no station exceeds 1,200 electors. CEOs also suggested documents to facilitate voter registration, ensuring eligible citizens are included and ineligible entries are avoided, while promoting ease of submission.

Training and Appointment of Electoral Staff

The conference also covered the appointment and training status of key electoral officials, including District Election Officers (DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), Booth Level Officers (BLOs), and Booth Level Agents (BLAs). The aim is to standardise procedures nationwide and ensure smooth implementation of the SIR.

By bringing together all CEOs, the ECI aims to strengthen institutional preparedness, streamline electoral roll management, and reinforce the integrity of the voting process across India.
