PM Launches Adi Karmayogi Abhiyan for Tribal Empowerment

In a historic move to strengthen tribal governance and community development, Prime Minister Narendra Modi inaugurated the Adi Karmayogi Abhiyan from Dhar, Madhya Pradesh, on 17th September 2025. Launched as part of Janjatiya Gaurav Varsh (15th November 2024 – 15th November 2025), this mission aims to cover 11 crore tribal citizens across 1 lakh villages in 30 States/UTs, making it the world’s largest grassroots tribal leadership initiative.

A Mission of Service, Dedication, and Resolve

The Adi Karmayogi Abhiyan is designed as a mission of Viksit Bharat through Seva (Service), Samarpan (Dedication), and Sankalp (Resolve). The campaign seeks to create responsive governance and ensure last-mile service delivery to tribal communities, while fostering active participation and leadership at the village level.

PM Modi emphasized that the campaign acts as a bridge connecting tribal citizens directly to government schemes under the Adi Sewa Parv, observed from 17th September to 2nd October 2025. “The resonance of Adi Sewa Parv is being felt nationwide, and this initiative will ensure that tribal communities receive timely services and participate actively in shaping their future,” the Prime Minister stated.

Grassroots Leadership and Governance Process Labs

Since 10th July 2025, senior officers from departments including Rural Development, Health, Education, Tribal Affairs, and Women & Child Development have undergone seven-day residential Governance Process Labs across seven regions. These labs equipped 20 lakh officials, SHG women, and tribal youth to serve as Adi Karmayogis, acting as grassroots change-makers committed to service and transformation.

The program focuses on:

  • Last-mile scheme implementation
  • Convergence of departmental resources
  • Active tribal community participation

Adi Sewa Parv: Building Tribal Village Vision 2030

During the fortnight-long Adi Sewa Parv, each tribal village will co-create its Tribal Village Vision 2030. Activities include transect walks, focused group discussions, gap analysis of development indicators, and creation of Village Action Plans. Flagship schemes such as Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0 and PM JANMAN will guide investments.

Every village will set up an Adi Sewa Kendra, a single-window service centre where residents contribute a weekly hour of voluntary service known as Adi Sewa Samay. Communication will be facilitated using the Adi Vaani App, an AI-based language bridge initially supporting four tribal languages.

Youth Participation in Tribal Development

The Abhiyan encourages India’s youth to engage through:

  • Adi Sahyogi: village youth co-creating Tribal Village Vision 2030
  • Adi Karmayogi Student Chapters in IITs, IIMs, AIIMS, and central universities
  • Adi Karmayogi Fellowship for young professionals to serve tribal communities and scale innovative governance solutions

Impact at Scale

Key highlights of the mission include:

  • 11 crore tribal citizens empowered
  • 1 lakh villages, 30 States/UTs, 550 districts, 3,000 blocks covered
  • 20 lakh Adi Karmayogis trained as grassroots leaders
  • 1 lakh Adi Sewa Kendras established for last-mile service delivery

Union Minister for Tribal Affairs Jual Oram described the initiative as “a movement of empowerment enabling tribal communities to co-create Vision 2030 for a Viksit Bharat@2047.” Minister of State Durgadas Uikey added that the governance labs and Adi Sewa Kendras will ensure true last-mile delivery and responsive governance.

Towards an Inclusive Viksit Bharat@2047

The Adi Karmayogi Abhiyan combines responsive governance, youth leadership, and community participation, empowering tribal citizens as co-creators in India’s development. It sets a precedent for inclusive, resilient, and sustainable nation-building through grassroots engagement and participatory leadership.
