Tribal Village Vision 2030 Adopted Under Adi Sewa Parv

In a historic step towards inclusive development, more than one lakh tribal villages across India adopted the Tribal Village Vision 2030 Declaration during Special Gram Sabhas held on October 2, 2025. The initiative, launched as part of the ongoing Adi Sewa Parv, marks a new era of grassroots leadership under the Adi Karmayogi Abhiyan, the world’s largest tribal empowerment mission.

Historic Milestone in Tribal Governance

Led by the Ministry of Tribal Affairs under the leadership of Prime Minister Narendra Modi, the Adi Sewa Parv coincides with the Janjatiya Gaurav Varsh celebrations (November 15, 2024 – November 15, 2025). The mission, formally inaugurated by the Prime Minister on September 17, 2025, in Dhar, Madhya Pradesh, has already engaged 11.5 crore tribal citizens across 1 lakh villages and tolas in 30 states and union territories.

The adoption of the Tribal Village Vision 2030 Declaration ensures that every community creates its own roadmap for growth, aligned with the national goal of Viksit Bharat@2047.

Key Features of the Vision 2030 Declaration

  • Community-Led Development: Villagers identified local needs through transect walks, group discussions, and gap analysis.
  • Village Priorities: Each declaration includes goals in education, health, livelihood, social inclusion, and infrastructure.
  • Government Integration: Plans are linked with PM JANMAN, Dharti Aaba Abhiyan 2.0, and other welfare schemes.
  • Adi Sewa Kendras: Single-window service centres established in each village, with citizens contributing one hour weekly under Adi Sewa Samay.
  • Technology-Enabled Governance: The AI-powered Adi Vaani App connects officers with communities in native languages, ensuring last-mile delivery.

Scale of Participation

According to the Adi Karmayogi portal, the scale of involvement is unprecedented:

  • 300 districts, 46,000 villages, and over 78 lakh participants engaged in exercises.
  • 7.5 lakh Adi Sathi and Adi Sahyogi volunteers mobilised.
  • 23 lakh beneficiaries received entitlement cards, including Aadhaar, Ayushman Bharat, PM Kisan, and Jan Dhan.

Building Grassroots Leadership

Since July 10, 2025, nearly 20 lakh officials, SHG women, and tribal youth have undergone training as Adi Karmayogis through seven-day Governance Process Labs. They have been trained to ensure last-mile delivery of schemes, foster departmental convergence, and involve tribal communities as equal partners in governance.

This model represents a bottom-up approach where communities are not passive recipients but active co-creators of India’s development journey.

Voices from the Leadership

Union Minister for Tribal Affairs Jual Oram hailed the initiative as “a transformative moment for India’s tribal communities,” stressing its role in strengthening local governance and aligning aspirations with national goals.

Minister of State Durgadas Uikey highlighted the role of Adi Sewa Kendras in ensuring efficient service delivery and the importance of participatory mechanisms like special Gram Sabhas.

Secretary Vibhu Nayar emphasized the use of technology through the Adi Vaani App, describing the model as a step towards transparent and inclusive governance.

Towards Viksit Bharat@2047

The Adi Karmayogi Abhiyan combines community participation, youth leadership, and responsive governance to empower over 11.5 crore tribal citizens. With one lakh villages drafting their vision documents and establishing Adi Sewa Kendras, the mission is laying the foundation for a more inclusive and resilient India.

By placing decision-making power in the hands of citizens, the initiative aligns grassroots aspirations with national priorities, ensuring that no community is left behind in India’s journey to Viksit Bharat@2047.
