RCI Launches Reforms to Transform Rehabilitation Education

New Delhi, October 29, 2025: In a groundbreaking reform drive, the Rehabilitation Council of India (RCI) has unveiled a comprehensive set of initiatives to overhaul the nation’s rehabilitation education and professional governance systems. The reforms focus on transparency, inclusivity, and digital transformation  aligning with the Government of India’s vision of Jan Vishwas and Ease of Doing Business.

Free CRR Registration and Extended Validity

For the first time, RCI has completely waived fees for the issuance, renewal, and qualification addition under the Central Rehabilitation Register (CRR). This makes registration processes free of cost for students and professionals alike. The CRR validity has been extended from five to seven years, and a new automatic renewal system has been introduced for professionals earning 100 or more Continuing Rehabilitation Education (CRE) points.

In addition, professionals can now make online corrections through a digital dashboard without any fees. Institutions organizing CRE programmes are also exempt from processing charges, significantly reducing administrative burdens.

144 Centers of Excellence Announced

In a major step toward promoting academic quality and deregulation, RCI has designated 144 top-performing institutions as Centers of Excellence (CoEs). This recognition the first of its kind in India  includes national institutes, composite regional centers, and universities that have consistently met RCI’s excellence standards.

CoEs will now have a seven-year approval tenure and automatic extension privileges for existing approvals. They will also take part in expert panels, examination boards, and other academic review activities, ensuring integrity and consistency across the education system.

Regulatory Simplification and Digital Governance

RCI has significantly reduced approval fees for institutions and introduced a common No Objection Certificate (NOC) system to eliminate repetitive procedures. A new Improvement Notice mechanism will allow institutions to fix minor deficiencies before any re-inspection, fostering a collaborative and supportive approach to regulation.

To enhance transparency, RCI will now conduct video-based inspections, ensuring that the evaluation process remains fair, fast, and accountable. These changes are designed to streamline operations and build trust among institutions and professionals.

Student-Friendly Examination Reforms

The examination process has also undergone major reform. Paper setters, moderators, and examiners will now be drawn exclusively from the designated Centers of Excellence, raising academic standards nationwide. Supplementary exams will be held within 75 days of results to prevent students from losing an academic year.

In addition, uniform grace marks will be introduced for candidates narrowly missing passing scores. Both online and offline random inspections will ensure strict adherence to examination norms and prevent malpractices.

Promoting Indian Authors and Regional Inclusion

As part of its effort to make rehabilitation education more inclusive, RCI will promote Indian-authored books and regional language resources within its curricula. A special submission link has been launched on the RCI official website for Indian authors and publishers to contribute their works.

The council will also support the adoption of Indian diagnostic tools that reflect the nation’s cultural and linguistic diversity, ensuring more accessible and locally relevant education materials.

Driving the Vision of Sabka Vikas and Sabka Vishwas

These reforms signify a transformative leap toward a more efficient, transparent, and inclusive rehabilitation education system. By leveraging technology and trust-based governance, RCI is creating an ecosystem that empowers educators, institutions, and professionals to better serve persons with disabilities.

The council’s initiatives echo the spirit of Sabka Vikas, Sabka Vishwas, setting a benchmark for other educational regulators to follow. With these steps, India’s rehabilitation education framework is poised to become globally competitive and socially responsive.
