TRAI Issues Detailed Response to DoT on Data Economy Framework

The Telecom Regulatory Authority of India (TRAI) has formally submitted its response to the Department of Telecommunications (DoT) regarding the Centre’s request for a reconsideration of specific recommendations under the broader framework designed to strengthen India’s data economy. The response, released today, marks another critical step in defining India’s regulatory roadmap for data centres, content delivery networks (CDNs), and interconnect exchanges-components essential to the country’s fast-growing digital infrastructure.

The back-reference from DoT, dated 29 August 2025, requested TRAI to re-examine two recommendations-6.39 and 6.40-issued earlier in TRAI’s comprehensive 2022 report titled “Regulatory Framework for Promoting Data Economy Through Establishment of Data Centres, Content Delivery Networks, and Interconnect Exchanges in India.” These recommendations relate directly to the emerging digital policy areas of data ethics and data ownership, both central to wider debates around digital sovereignty and user rights.

DoT Seeks Reconsideration of Key Data Ethics Recommendations

In its communication, DoT informed TRAI that the government had reviewed the recommendations concerning data ethics and ownership and believed they required further examination, taking into account the Ministry’s updated perspective. Since these recommendations influence broader national conversations about privacy, accountability, and secure digital innovation, DoT sought a more aligned approach between TRAI’s proposals and the government’s evolving policy direction.

TRAI, after a detailed internal analysis and examination of DoT’s observations, prepared a refined response addressing all issues raised. The regulatory body emphasized its continued commitment to ensuring a transparent, balanced, and future-oriented regulatory framework that supports India’s digital ambitions while safeguarding citizen interests.
