PM Modi Meets Russian Aide to Boost Maritime Cooperation

New Delhi, November 18, 2025: Prime Minister Narendra Modi met H.E. Nikolai Patrushev, Aide to the President of the Russian Federation and Chairman of the Maritime Board, to discuss the next phase of Indo-Russian cooperation in the maritime sector. The high-level meeting comes at a critical time as both nations work to deepen strategic ties in connectivity, shipbuilding, and blue economy initiatives.

During the interaction, both leaders took stock of ongoing maritime projects and explored new opportunities for collaboration under the evolving global trade and security environment. The discussion reflected the long-standing and trusted strategic partnership between India and Russia, especially in areas linked to ocean resources, logistics networks, industrial cooperation, and skill development.

Focus on Strengthening Maritime Connectivity

A major part of the conversation centered on improving maritime connectivity between the two nations. Discussions included possible enhancements to port infrastructure, optimized cargo movement, and improved logistics corridors that can support bilateral trade and new shipping lanes. Strengthening maritime routes is viewed as essential for securing supply chains and expanding India’s access to the Arctic and Eurasian regions.

The talks underscored the growing relevance of the Chennai–Vladivostok Maritime Corridor, a proposed connectivity route intended to shorten transit time, boost trade potential, and open new avenues of economic partnership. Both sides expressed interest in accelerating the technical and policy consultations required to operationalize this corridor in the coming years.

Shipbuilding and Skill Development Identified as Priority Areas

The Prime Minister and Mr. Patrushev exchanged ideas on deepening cooperation in shipbuilding, a sector where Russia holds established expertise and India has emerging capacity. Discussions focused on joint production models, technology transfer, and potential collaboration between Indian shipyards and Russian maritime enterprises. Enhanced partnership in this domain is expected to contribute significantly to India’s Atmanirbhar Bharat goals and modernization plans for maritime infrastructure.

Additionally, both leaders emphasized the importance of skill development to prepare the next generation of maritime professionals. They explored opportunities for training programs, exchange initiatives, and institutional collaboration that could further strengthen India’s expanding maritime workforce.

Alignment on Blue Economy and Ocean Sustainability

Blue economy cooperation formed another key pillar of the meeting. India and Russia reaffirmed their commitment to sustainably harnessing ocean resources, protecting marine ecosystems, and promoting innovation in ocean-based industries. With global interest in marine energy, fisheries, and coastal development growing rapidly, both sides noted that responsible management and technological innovation will be central to future collaboration.

The conversation also touched upon India’s national priorities, such as the PM’s vision for a sustainable and inclusive blue economy, which aligns with global efforts to balance economic growth with environmental stewardship. This shared commitment opens new possibilities for joint research, integrated ocean management, and maritime environmental resilience projects.

PM Modi Looks Forward to Hosting President Putin

Prime Minister Modi conveyed warm greetings to President Vladimir Putin through Mr. Patrushev and expressed that he looks forward to welcoming the Russian President to India next month. The visit is expected to further energize the India–Russia Special and Privileged Strategic Partnership across defence, energy, technology, and maritime sectors.

Diplomatic observers note that this meeting sets the stage for substantial outcomes during President Putin’s upcoming trip, with maritime cooperation emerging as a central theme in bilateral talks. The engagement also highlights India’s commitment to strengthening long-term partnerships that support national economic growth and regional stability.

Bilateral Ties Continue to Evolve

India and Russia share a multi-dimensional relationship built on decades of trust, mutual respect, and shared strategic objectives. Maritime cooperation is emerging as one of the fastest-growing pillars within this partnership as both nations adapt to shifting global trade patterns and evolving geopolitical realities.

The meeting between PM Modi and Mr. Patrushev illustrates the ongoing intent on both sides to modernize their cooperation framework and explore opportunities that align with contemporary economic and technological developments. For India, this partnership supports national goals in infrastructure, connectivity, and ocean governance—areas critical for long-term sustainable growth.
