Himachal Pradesh Chief Minister Shri Sukhvinder Singh Sukhu will inaugurate the event as the Chief Guest. He will be joined by Shri Jagat Singh Negi, Revenue Minister of Himachal Pradesh, and Shri Manoj Joshi, Secretary of the Department of Land Resources. On the second day, Shri Kuldeep Singh Pathania, Speaker of the Himachal Pradesh Vidhan Sabha, will address participants.
The workshop brings together senior officials from States and Union Territories—including Principal Secretaries, Revenue Secretaries, Directors of Land Records, and Settlement Commissioners—to discuss nationwide progress under DILRMP and share innovations tailored to local governance needs.
Focus on Modern Technologies in Land Administration
The event will serve as a platform to explore cutting-edge solutions such as real-time geospatial mapping, drone-based land surveys, blockchain-supported title validation, and fully electronic land registration systems. These tools are expected to drastically reduce disputes, enhance accuracy, and boost citizen trust in land transactions.
Key Technical Sessions and Themes
The workshop includes several focused technical discussions:
- Registration System Reforms: Transitioning to paperless, secure, and accessible digital registration systems.
- Drone Surveys & GIS Mapping: Using spatial technology for accurate mapping of rural and urban land parcels.
- Technology Partnerships: Enhancing collaboration between government agencies and private sector innovators.
- Human Resource Development: Addressing capacity gaps and enabling technology-oriented training.
- Legal and Institutional Reforms: Strengthening frameworks for digital mutation and data integration across departments.
Experts from the Survey of India, LBSNAA, ESRI India, Hexagon India, and MapmyIndia will contribute insights to guide the national digital land governance strategy.
Building a Transparent and Citizen-Centric Land Governance System
According to DoLR officials, the workshop aims to build consensus on policy reforms, identify challenges in DILRMP implementation, and structure a roadmap for faster, more transparent land governance. With millions of land transactions occurring annually, digital reforms are expected to reduce fraud, speed up services, and ensure reliable access to land records for every citizen.
