TRAI Cuts 21 Lakh Fraud Numbers; Urges DND App Reporting

RR Team, November 24, 2025November 24, 2025

The Telecom Regulatory Authority of India (TRAI) says it has blacklisted and disconnected more than 21 lakh mobile numbers and around one lakh entities involved in spam and fraud over the past year. TRAI urged citizens to report spam calls and SMS through the TRAI DND App so regulators and service providers can trace and shut down offenders at source.

Large-scale enforcement driven by citizen reporting

TRAI’s advisory highlights the scale of action taken after users filed complaints via the TRAI DND App. Acting on those verified complaints, the regulator and telecom operators initiated tracing, verification and permanent disconnection of offending numbers and associated entities.

In the past 12 months, more than 21 lakh mobile numbers and roughly one lakh spam-sending entities were blacklisted — a figure TRAI says was made possible by collective public reporting rather than individual device-level call blocking alone.

Why blocking on your phone is not enough

TRAI emphasises that when you block a number on your phone it merely hides that number on your device. Blocking does not prevent the caller or sender from targeting others or using new numbers. Only reporting via the TRAI DND App or to telecom providers enables authorities to identify patterns, trace the originating entities and order disconnection at the network level.

The DND App provides structured complaint data that helps the regulator and service providers take coordinated enforcement action at scale.

Public advisory: what users should do

TRAI’s advisory lists practical steps for citizens to reduce their exposure and to assist enforcement:

  • Download and use the official TRAI DND App from authorised app stores to report spam calls and SMS.
  • Report spam via the app instead of (or in addition to) just blocking numbers on your handset.
  • Never share personal, OTP or banking details over calls, SMS or social platforms unless verified.
  • If you receive threatening or suspicious calls, disconnect immediately.
  • Report cyber frauds to the National Cybercrime Helpline at 1930 or online at cybercrime.gov.in.
  • Use Sanchar Saathi’s “Chakshu” feature to report misuse of telecom resources when applicable.

Technology-enabled enforcement and ongoing monitoring

TRAI said enforcement combines citizen complaints, telecom operator investigations and technology-driven monitoring to identify bulk senders and their infrastructure. Once verified, regulators issue blocking or disconnection orders and blacklist the responsible entities to halt further misuse.

The regulator urged special attention to protect vulnerable groups  senior citizens, women and digitally new users  and asked people to share the advisory within their communities.

How reporting helps  a simple flow

When a user reports through the TRAI DND App:

  1. The complaint is timestamped and recorded with contextual information (caller ID, message content and time).
  2. TRAI and the relevant telecom operator trace the origin and verify whether the number or entity is authorised or misusing telecom resources.
  3. On verification, the regulator instructs operators to disconnect or blacklist the offending numbers and associated sender IDs or aggregators.

This chain is what enables permanent action — unlike local blocking which leaves the underlying sending infrastructure untouched.

Where to get official help

For official guidance and to download the TRAI DND App, users can visit TRAI’s website. Cyber frauds should be reported immediately to the National Cybercrime Helpline and precinct cyber cells.

Takeaway

TRAI’s enforcement statistics underline that consumer participation is critical to stop telecom misuse. Rather than only blocking nuisance numbers locally, citizens should report spam and fraud through official channels so regulators can act at the network level and dismantle organised spam operations.

TRAI reiterated its commitment to a secure telecom ecosystem and asked everyone to stay vigilant and report suspicious communication promptly.
