In a strategic manoeuvre reminiscent of a conductor raising his baton, Union Minister Ashwini Vaishnaw orchestrated the launch of a comprehensive capacity-building plan for the Ministries of Railways, Communications, and Electronics & IT. This ambitious initiative, encompassing diverse sectors like Railways, Post Offices, Common Service Centres (CSCs), and BSNL, aims to compose a harmonious symphony of empowered employees, a solution-oriented mindset, and technology-driven citizen-centric services.
Vaishnaw, echoing Prime Minister Narendra Modi’s belief that “mindset is the key,” emphasized the crucial transition from a problem-centric approach to one focused on solutions. He urged employees to transform from passive observers into active participants, becoming virtuosos in their respective roles and contributing to the grand composition of a “Viksit Bharat” (Developed India) by the year 2047.
This initiative marks a significant investment akin to building a world-class concert hall. Vaishnaw acknowledged the substantial government investments being made, highlighting their role in laying the foundation for a more advanced and efficient service delivery ecosystem. Recognizing its position as the largest employer in the country, Ms. Jaya Varma Sinha, Chairperson of the Railway Board, emphasized the importance of robust training programs. The Ministry of Electronics & Information Technology (MeitY) is actively creating training content for government employees, akin to writing new sheet music. With over 6000 officers already completing 8,000 courses, the focus now shifts to expanding the content library and ensuring regular addition of new courses, particularly for CSCs, where training has already yielded significant improvements. This parallels refining and enriching the musical repertoire, ensuring that the orchestra has access to a diverse range of compositions to keep their performances fresh and engaging.
The Department of Posts is leveraging technology through its “Dak Karmayogi Portal,” which has already trained over 1.25 lakh staff members on improving service delivery. This initiative is akin to utilizing cutting-edge technology to enhance the performance of the orchestra. The plan envisions a technology-enabled workforce with on-demand training delivered by knowledge experts, akin to fostering a culture of continuous learning and adaptation within the orchestra, ensuring they remain at the forefront of their field.
