Good Governance Day and Vajpayee’s Legacy
Observed annually on December 25, Good Governance Day commemorates the birth anniversary of former Prime Minister Atal Bihari Vajpayee. Dr. Singh emphasised that Vajpayee’s vision of probity and people-first governance has been realised in letter and spirit under Prime Minister Narendra Modi’s leadership, guided by the principle of “Minimum Government, Maximum Governance.”
Five Key Digital Reforms
The Department of Personnel and Training (DoPT) introduced five major initiatives designed to enhance efficiency, transparency, and accountability across government systems:
- Ex-Servicemen Reservation Compendium: A consolidated reference of all guidelines on reservation for ex-servicemen in central government jobs, ensuring clarity and uniformity in implementation.
- AI Recruitment Rules Generator Tool: An AI-powered system integrated with the RRFAMS portal to streamline recruitment rules, reduce delays, and ensure consistency in career progression frameworks.
- e-HRMS 2.0 Mobile App: A new app available on Android and iOS, offering government employees access to HR services including promotions, transfers, training, and superannuation, linked with platforms like SPARROW and PFMS.
- iGOT AI Platforms: Enhanced features such as AI Sarthi for intelligent learning resource discovery, AI Tutor for personalised support, and an AI-based Capacity Building Plan Tool to map competencies and training needs.
- Karmayogi Digital Learning Lab 2.0: A next-generation facility producing high-quality digital learning content using AR/VR, gamification, and interactive simulations to strengthen civil service capacity.
Strengthening Citizen-Centric Governance
Dr. Singh highlighted that these reforms reflect a coherent, future-oriented approach to governance, leveraging technology to place citizens and civil servants at the centre of change. He noted that the initiatives will reduce paperwork, speed up approvals, and enhance transparency in personnel management and service delivery.
Grassroots Impact
DoPT Secretary Ms. Rachna Shah underscored the importance of Good Governance Day as a reminder of Vajpayee’s vision of efficient and humane governance. She highlighted the nationwide Prashasan Gaon Ki Ore campaign, which covered over 700 districts during Good Governance Week, organising thousands of camps for grievance redressal and service delivery. She added that special campaigns since 2021 have transformed administrative culture from pendency-driven to outcome-oriented governance.

Concluding his address, Dr. Singh expressed confidence that these measures will advance India’s journey towards a responsive, accountable, and future-ready governance framework. He said the reforms embody Vajpayee’s legacy and reaffirm the government’s commitment to transparent, citizen-centric administration.
