G-RAM-G Mission Rooted in Evidence, Not Assumptions: Jitendra Singh

The Viksit Bharat Energy for Employment and Livelihood Mission (Gramin), popularly known as G-RAM-G, is firmly grounded in evidence, experience and ground realities rather than assumptions or apprehensions, Union Minister of State (Independent Charge) Dr. Jitendra Singh said on Tuesday. Addressing a press briefing in New Delhi, the Minister emphasised that responsible governance requires placing facts clearly before the public, especially when policies directly affect villages, livelihoods and long-term national outcomes.
Dr. Singh stated that the government remains committed to transparent communication on rural missions and welfare initiatives. G-RAM-G, he said, represents a decisive shift towards outcome-based governance that prioritises accountability, technological integration and meaningful employment for rural communities.

Digitally Governed Framework to Curb Leakages

Explaining the design of the mission, Dr. Jitendra Singh said G-RAM-G has been developed as a digitally governed, expanded and outcome-oriented framework that draws lessons from earlier public employment programmes. The mission integrates GPS-based monitoring, real-time dashboards and AI-driven analytics to ensure transparency in work execution and fund utilisation.

This technology-driven approach, the Minister noted, is intended to eliminate long-standing issues such as fake job cards, ghost beneficiaries and fund leakages. By digitising the entire workflow, G-RAM-G ensures that benefits reach genuine rural workers and that public money is spent efficiently.

Convergent Planning for Durable Rural Assets

One of the key strengths of G-RAM-G lies in its convergent planning model. Dr. Singh explained that the mission brings together various public works that were previously implemented in silos, leading to duplication and short-lived assets. Under G-RAM-G, planning, execution and outcomes are aligned to maximise impact.

The focus is on creating durable community assets in areas such as water conservation, rural infrastructure, farm support systems and natural resource management. Each project is linked to clearly defined outcomes, ensuring that employment generation contributes to long-term rural development rather than temporary relief.

Enhanced Employment and Stronger Livelihood Security

Highlighting major structural improvements, the Minister said that the guaranteed wage employment days under the mission have been increased from 100 to 125 days. This enhancement reflects the government’s commitment to strengthening livelihood security for rural households.

In another significant reform, wage payments under G-RAM-G will be made on a weekly basis. This move is expected to improve income stability for rural workers and reduce financial stress, especially for families dependent on daily wages.

Fiscal Discipline Through Normative Allocation

On the financial architecture of the mission, Dr. Jitendra Singh explained that G-RAM-G moves away from an open-ended, demand-driven funding model. Instead, it adopts a normative, state-wise allocation based on objective parameters to ensure fiscal discipline.

The funding pattern follows a 60:40 Centre-State sharing model, with special provisions for North-Eastern states, Himalayan states and Union Territories. This structure, he said, promotes state ownership, accountability and responsible utilisation of public resources.

Alignment with Agriculture and Local Realities

The mission has been designed with sensitivity to local agricultural cycles, allowing rural workers to balance farm activities with wage employment. Seasonal flexibility and provisions to pause works for up to 60 days during exigencies such as natural disasters have been incorporated into the framework.

According to the Minister, this approach ensures that G-RAM-G supports rural livelihoods without disrupting agricultural productivity, thereby strengthening both employment and food security.

Village Empowerment at the Core

Reiterating the philosophy behind the mission, Dr. Jitendra Singh said G-RAM-G aligns with Mahatma Gandhi’s vision of empowering villages through honest and productive work. The mission focuses on real development backed by accountable governance rather than symbolic measures.

Concluding his address, the Minister said the government remains open to feedback and continuous improvement of the mission. G-RAM-G, he added, will evolve with experience while keeping the welfare of villages, workers and the nation at its core, free from political considerations.
