In a significant move towards a cleaner and more sustainable transportation landscape, the Ministry of Heavy Industries has introduced the Electric Mobility Promotion Scheme 2024 (EMPS 2024). This initiative aims to accelerate the adoption of electric vehicles (EVs) in India by providing financial incentives for a limited period.
The program is backed by a robust budget of Rs. 500 crore, strategically allocated for a four-month window. This concentrated investment period, running from April 1st to July 31st, 2024, aims to generate immediate momentum in EV sales.
EMPS 2024 specifically targets electric two-wheelers (e-2W) and electric three-wheelers (e-3W). This focus on these segments aligns with the government’s vision of promoting clean and affordable public transportation options, particularly in urban and semi-urban areas. E-rickshaws, e-carts (both registered), and L5 category e-3Ws are all included within the e-3W bracket for the scheme.
The scheme prioritizes e-2Ws and e-3Ws used for commercial purposes, recognizing their potential to significantly reduce emissions in public transport. However, to ensure wider accessibility, privately or corporately owned registered e-2Ws are also eligible. Importantly, the program emphasizes technological advancements by mandating that only EVs equipped with advanced batteries will qualify for the incentives. This ensures that the subsidies promote not just EV adoption but also a shift towards cleaner and more efficient battery technology.
The EMPS 2024 program goes beyond mere financial incentives. It actively contributes to the government’s Aatma Nirbhar Bharat vision of self-reliance. The scheme integrates a Phased Manufacturing Programme (PMP) that incentivizes domestic EV manufacturing. This approach aims to strengthen the domestic EV supply chain, fostering the growth of local businesses and creating new employment opportunities across the EV manufacturing sector.
The Ministry of Heavy Industries will release separate notifications and detailed program guidelines to ensure transparency and effective implementation. With a projected target of supporting over 372,000 electric vehicles, including approximately 333,000 e-2Ws and 38,000 e-3Ws, the EMPS 2024 is a significant step towards a greener transportation future for India. This initiative holds the potential to not only improve air quality in cities but also contribute to India’s overall energy security.
