Narendra Modi Signs First Files at Seva Teerth, Launches PM RAHAT Scheme

New Delhi, February 13, 2026: Prime Minister Narendra Modi signed a series of major policy approvals from his new office complex, Seva Teerth, marking a symbolic and operational shift in India’s governance framework. The decisions focus on strengthening healthcare access, empowering women, boosting farmers’ infrastructure, and accelerating startup growth.

Seva Teerth: A New Administrative Nerve Centre

The inauguration of Seva Teerth represents a significant transformation in India’s administrative infrastructure. The modern complex brings the Prime Minister’s Office, Cabinet Secretariat, and National Security Council Secretariat under one roof. This consolidation aims to improve coordination, efficiency, and faster decision-making within the government.

The facility is part of the government’s broader push to modernize governance infrastructure while moving away from colonial-era administrative structures. Built with sustainable design principles, Seva Teerth incorporates renewable energy systems, advanced security technology, and water conservation features aligned with 4-Star GRIHA standards.

PM RAHAT Scheme: Cashless Treatment for Accident Victims

One of the most significant decisions signed by the Prime Minister was the approval of the Road Accident Victims Hospitalisation and Assured Treatment (PM RAHAT) scheme. Under this initiative, accident victims will be eligible for cashless medical treatment of up to Rs 1.5 lakh.

The scheme aims to ensure immediate medical intervention without financial barriers, addressing one of the critical causes of preventable deaths following road accidents. Quick access to emergency treatment is expected to improve survival rates and reduce the economic burden on affected families.

Lakhpati Didi Initiative Target Doubled

In a major push for women’s economic empowerment, the government has doubled the target of the Lakhpati Didi initiative from three crore to six crore beneficiaries. The revised goal is set for completion by March 2029.

The Lakhpati Didi programme supports women in self-help groups by enabling them to achieve sustainable annual incomes of at least Rs 1 lakh. The government had already achieved the earlier milestone of three crore beneficiaries ahead of schedule, demonstrating the programme’s rapid impact in rural areas.

This expansion is expected to further strengthen rural livelihoods, enhance financial inclusion, and promote women-led entrepreneurship across India.

Agriculture Infrastructure Fund Expanded to Rs 2 Lakh Crore

Recognizing the importance of modern agricultural infrastructure, the Prime Minister approved doubling the Agriculture Infrastructure Fund from Rs 1 lakh crore to Rs 2 lakh crore. This move aims to enhance post-harvest management systems, including storage facilities, cold chains, and logistics networks.

Improved infrastructure will help farmers reduce losses, improve market access, and increase their income potential. The expansion also supports the government’s broader goal of strengthening India’s agricultural value chain and ensuring long-term food security.

The fund will continue to support projects that improve rural infrastructure and enhance efficiency in agricultural operations nationwide.

Startup India Fund of Funds 2.0 Approved

To promote innovation and entrepreneurship, the Prime Minister cleared the Startup India Fund of Funds 2.0 with an allocation of Rs 10,000 crore. The fund will focus on supporting emerging sectors such as deep technology, advanced manufacturing, artificial intelligence, and early-stage startups.

The initiative aims to strengthen India’s startup ecosystem by improving access to capital and enabling innovators to scale their businesses. This move is expected to create jobs, boost technological development, and enhance India’s global competitiveness.

India already ranks among the world’s leading startup ecosystems, and increased funding support is expected to further accelerate innovation-driven economic growth.

Citizen-Centric Governance at the Core

The decisions signed from Seva Teerth highlight the government’s emphasis on inclusive development and citizen welfare. From healthcare and women empowerment to agriculture and entrepreneurship, the initiatives cover key sectors affecting millions of Indians.

The integrated administrative setup at Seva Teerth is designed to facilitate faster policy execution and improve coordination among ministries. This modernization effort is expected to improve governance delivery and enhance public service efficiency.

Officials stated that the new complex reflects the government’s commitment to creating a responsive and modern administrative system focused on serving citizens more effectively.

A Symbolic and Functional Shift in Governance

The naming of Seva Teerth reflects a broader shift in governance philosophy, emphasizing service-oriented leadership and efficient administration. The facility represents both a symbolic departure from older administrative structures and a functional upgrade designed to meet modern governance demands.

With key welfare schemes and infrastructure expansions approved on its first day of operations, Seva Teerth begins its role as a central hub driving India’s policy implementation and development agenda.
