A Celebration of Dignity and Self-Reliance
Calling the Divya Kala Mela more than just an exhibition, Dr. Kumar said it represents a transformative movement aimed at strengthening economic independence among Divyang artisans and entrepreneurs. He underlined that empowerment must go beyond symbolism and translate into tangible opportunities.
The Minister highlighted that since 2014, the government has adopted a more respectful and inclusive approach towards persons with disabilities. The introduction of the term “Divyang” reflected a shift in national thinking, supported by legislative and policy reforms.
Policy Reforms Strengthening Inclusion
Dr. Kumar pointed to key initiatives such as the Rights of Persons with Disabilities Act, 2016 and the Sugamya Bharat Abhiyan, which focus on accessibility and equal participation. These reforms have expanded recognized disability categories and enhanced institutional support for inclusive growth.
He emphasized that Divya Kala Mela connects Divyang entrepreneurs directly with markets, ensuring that their skills translate into sustainable livelihoods. The initiative is spearheaded by the Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice and Empowerment.
Strong Economic Impact
According to officials, Divya Kala Melas organized across 28 locations in recent years have generated business transactions worth over ₹23 crore. Around 2,362 Divyang entrepreneurs have participated nationwide, reflecting growing market acceptance.
In addition, loans exceeding ₹20 crore have been sanctioned to support entrepreneurial ventures. Parallel Rozgar Melas have seen 3,131 candidates participate, with over 313 job offers already issued, strengthening the employment dimension of the initiative.
Chandigarh Edition Highlights
The 29th Divya Kala Mela in Chandigarh features nearly 75 stalls, showcasing handicrafts, handlooms, packaged food products and cultural items created by Divyang entrepreneurs. Government institutions and NGOs are also participating.
A dedicated Rozgar Mela is scheduled for February 19, 2026, aimed at linking Divyang job seekers with reputed organizations. Visitors can also register for assistive devices at the ALIMCO stall, while institutions display innovations promoting accessibility.
Cultural and Sporting Activities
The event also includes inclusive sports activities such as Boccia and Blind Cricket, along with daily cultural performances by Divyang artists. A special cultural showcase titled “Divya Kala Shakti” is scheduled for February 21, celebrating artistic excellence.
Public representatives including Rajya Sabha MP Satnam Singh Sandhu and Chandigarh Mayor Saurabh Joshi praised the initiative for combining dignity with livelihood opportunities. Officials reiterated that such platforms are critical for advancing inclusive development.
