NCST Marks 23rd Foundation Day Highlighting Tribal Empowerment

New Delhi: The National Commission for Scheduled Tribes (NCST) celebrated its 23rd Foundation Day today at the Civil Services Officers Institute, Vinay Marg, New Delhi. The event was graced by Shri Jual Oram, Union Minister for Tribal Affairs, and Shri Durga Das Uikey, Minister of State for Tribal Affairs, alongside NCST Chairperson Shri Antar Singh Arya and Members Shri Nirupam Chakma and Dr. Asha Lakra.

Showcasing NCST’s Mandate and Achievements

The celebration began with a welcome address by the Secretary, NCST, highlighting the Commission’s constitutional mandate and objectives in safeguarding the rights of Scheduled Tribes. A short film was screened, showcasing NCST’s interventions, policy suggestions, and coordination with States and Union Territories to empower tribal communities.

Release of NCST Handbook and Magazine

On the occasion, Shri Jual Oram released the “NCST Handbook,” detailing the Commission’s functioning and responsibilities, along with a magazine documenting NCST activities from July to December 2025. The programme also featured a street play emphasizing tribal rights and cultural heritage.

Shri Oram praised NCST for its active role in policy-making, field visits, and recommendations that guide government initiatives. He reaffirmed the Government’s commitment to the holistic development of Scheduled Tribes, focusing on education, health, livelihoods, forest rights, and infrastructure.

Strengthening Welfare and Grievance Redressal

Shri Durga Das Uikey highlighted the importance of effective access to welfare schemes and the strengthened grievance redressal mechanisms facilitated by NCST’s coordination with the Ministry. He noted a reduction in complaints related to atrocities and a growing focus of tribal communities on development initiatives.

NCST Leadership Highlights Ongoing Initiatives

Chairperson Shri Antar Singh Arya reaffirmed the Commission’s proactive role in fulfilling constitutional responsibilities, emphasizing dialogue with States, visits to scheduled areas, and timely complaint resolution. He stressed the protection of tribal traditions, culture, and rights while promoting inclusion in mainstream development.

Member Shri Nirupam Chakma underscored issues related to forest rights, land matters, and sustainable livelihoods, advocating for stronger infrastructure in tribal regions. Member Dr. Asha Lakra highlighted the importance of education, especially for tribal girls, along with skill development and enhanced community participation to improve programme effectiveness.

Conclusion and Acknowledgements

The event concluded with a Vote of Thanks by Shri Amit Nirmal, Joint Secretary, NCST, reaffirming the Commission’s ongoing commitment to tribal welfare and empowerment. The 23rd Foundation Day celebrations underscored NCST’s continued role in advancing the rights, development, and inclusion of Scheduled Tribes across India.
