MSME Council Reviews RAMP, Launches Udyami Bharat

New Delhi, February 24, 2026: The fifth meeting of the National MSME Council reviewed the progress of the World Bank-supported RAMP Programme and unveiled two major digital platforms aimed at strengthening India’s micro, small and medium enterprises (MSMEs).

The meeting was chaired by Union Minister for MSME, Shri Jitan Ram Manjhi, at the NASC Complex on PUSA Road in New Delhi. The Council serves as the administrative and functional body overseeing the Raising and Accelerating MSME Performance (RAMP) Programme, a reform-driven initiative supported by the World Bank.

The RAMP Programme focuses on improving access to markets and credit, strengthening governance systems, enhancing Centre-State coordination, addressing delayed payments, and promoting the greening of MSMEs. The initiative is considered central to enhancing the competitiveness and sustainability of the MSME sector.

Push for Stronger Centre-State Synergy

Addressing representatives from States and Union Territories, the Minister urged them to intensify efforts to promote and develop the MSME sector. He emphasized that coordinated action between the Centre and States is essential to drive income growth, employment generation, and broader economic expansion.

He reiterated that MSMEs must be equipped to compete globally and stressed the need for policy convergence between Central schemes and State-level initiatives. According to the Ministry of MSME, such synergy is critical to achieving long-term sectoral reforms.

Launch of Udyami Bharat Portal

A major highlight of the meeting was the launch of the Udyami Bharat Portal (UBP), positioned as a comprehensive one-stop digital platform for MSME services. The portal integrates services offered by the Ministry of MSME along with portals of other Central Ministries, Departments, and State Governments.

Developed in alignment with the Digital India Mission, the Udyami Bharat Portal aims to simplify access to schemes, compliance requirements, financial support, and market linkages. By consolidating multiple services under one interface, the government intends to reduce procedural bottlenecks and improve ease of doing business for small enterprises.

MSME Technology Transfer Platform Unveiled

The Minister also launched the MSME Technology Transfer Platform (MTTP), a unified digital system designed to provide MSMEs access to advanced technologies, testing facilities, skilling resources, and intellectual property commercialization support.

The platform is expected to bridge the gap between research institutions, innovators, and enterprises. By facilitating technology adoption and skill development, MTTP seeks to enhance productivity and innovation across the MSME ecosystem.

The Minister underscored the importance of extending targeted support to women entrepreneurs and enterprises owned by marginalized communities. He stated that inclusive growth and self-sustainability must remain central objectives of MSME reforms.

World Bank Reaffirms Support

Sebastian Eckardt, Regional Director for the World Bank, reaffirmed the institution’s partnership under the RAMP Programme. He highlighted that the programme supports greening initiatives, gender inclusion, improved access to finance, and innovative mechanisms such as online dispute resolution for MSMEs.

He also expressed interest in expanding efforts to mobilize private capital, enhance enterprise competitiveness, and promote sustainable job creation.

States Share Success Stories

Dr. Rajneesh, Additional Secretary and Development Commissioner, MSME, noted the sector’s growth trajectory over the past four years. He urged States and UTs to expedite the implementation of approved RAMP projects to ensure timely benefits for enterprises.

Representatives from Jammu & Kashmir, Goa, Manipur, Nagaland, and Odisha presented their success stories under the programme. The meeting was attended by officials from Central Ministries, State and UT governments, SIDBI, NSIC, and other stakeholders.

As the RAMP Programme progresses, the government hopes that strengthened institutions, digital integration, and improved Centre-State coordination will enable MSMEs to play a more decisive role in India’s economic transformation.
