New Delhi: Controller General of Communication Accounts (CGCA) Smt. Vandana Gupta inaugurated the North Zone Review Meeting, setting clear operational targets for telecom revenue collection, pension delivery and digital infrastructure expansion. The two-day meeting evaluated the performance of eight Controller of Communication Accounts (CCA) offices and reinforced the government’s commitment to Ease of Living and Ease of Doing Business.
North Zone’s Strategic Telecom Role
The North Zone currently manages more than 850 telecom licensees, making it a vital component of India’s communications regulatory and financial ecosystem. In the ongoing financial year, the zone has collected over ₹6,500 crore in License Fees and approximately ₹750 crore in Spectrum Usage Charges (SUC), taking total telecom revenue collections beyond ₹7,250 crore.
Beyond revenue administration, the zone also handles pension disbursement for more than 1.10 lakh pensioners from the Department of Telecommunications (DoT), BSNL and MTNL. This dual responsibility places the North Zone at the heart of both fiscal governance and social welfare delivery.
Focus on Pension Reforms and Grievance Redressal
During the review, Smt. Vandana Gupta emphasised the importance of timely and transparent pension disbursement. Discussions centred on streamlining procedures, digitising records and strengthening grievance redressal systems to ensure pensioners receive their benefits without delays.
Officials were instructed to further simplify processes and improve coordination with banking institutions. The CGCA underlined that ensuring “Ease of Living” for pensioners must remain a top administrative priority.
Strengthening Revenue Monitoring and Compliance
A significant portion of the meeting focused on revenue and budget management. The forum discussed mechanisms for real-time monitoring of financial inflows and strict adherence to fiscal compliance norms.
Special attention was given to proactive engagement with Internet Service Providers (ISPs). By offering structured guidance and clarifying regulatory requirements, the Department aims to eliminate operational bottlenecks and facilitate timely compliance. The initiative is expected to strengthen trust between regulators and licensees while fostering a stable business environment.
Internal Audit and Institutional Integrity
The review also examined internal audit systems to maintain high standards of accountability and transparency. Strengthening oversight mechanisms was identified as critical to safeguarding public revenue and ensuring institutional integrity.
Heads of field units shared successful operational models and best practices in a dedicated experience-sharing session. This peer exchange is expected to help standardise efficient processes across all North Zone circles.
Digital Bharat Nidhi and BharatNet Expansion
A key highlight of the meeting was a presentation by Shri Sanjiwan Sinha on the Digital Bharat Nidhi and the Amended BharatNet Programme. The discussion underscored the government’s resolve to bridge the digital divide by extending high-speed fibre connectivity to the last village and the last citizen.
The initiative aligns with the broader Digital India vision of universal digital inclusion. Expanding reliable connectivity is seen as essential for economic growth, public service delivery and rural empowerment.
Clear Mandate for Field Units
The meeting concluded with a collective brainstorming session aimed at resolving region-specific administrative challenges. Smt. Vandana Gupta provided direct guidance to CCA heads, reiterating that governance must remain transparent, responsive and result-oriented.
She reaffirmed that ensuring “Ease of Living” for pensioners and “Ease of Doing Business” for telecom stakeholders are central to the CGCA’s mission. Field units were tasked with meeting revenue targets while enhancing service delivery standards in the coming months.
The North Zone Review Meeting thus marked a significant step in strengthening financial oversight, improving pension administration and accelerating digital infrastructure rollout. As telecom services continue to underpin India’s economic transformation, the CGCA’s coordinated approach aims to balance fiscal responsibility with citizen-centric governance.
