The Department for Promotion of Industry and Internal Trade (DPIIT), a division under the Ministry of Commerce and Industry, organized a significant Workshop on the ‘Integration of Economic/User Ministries/Departments on PM GatiShakti National Master Plan (PMGS-NMP)’ on April 3rd, 2024, in New Delhi. Presided over by Shri Rajeev Singh Thakur, Additional Secretary (Logistics) of DPIIT, the workshop aimed to raise awareness among Economic/User Ministries/Departments about the integration of GIS Data Layers into the PM GatiShakti NMP, highlighting the benefits of using the platform for planning purposes and reviewing the progress made in this initiative.
Shri Rajeev Singh Thakur, Additional Secretary at DPIIT, emphasized the importance of embracing the principles of PM GatiShakti for integrated planning and comprehensive socio-economic infrastructure development. He stressed PMGS-NMP as a comprehensive strategy aimed at reshaping India’s infrastructure landscape by fostering integrated planning and coordinated project implementation involving all relevant Ministries and State Governments. This holistic approach, termed as “whole-of-the-government,” seeks to enhance decision-making in project planning and improve the overall ease of doing business and living standards.
Dr. Surendra Kumar Ahirwar, Joint Secretary at DPIIT, highlighted the significance of economic Ministries adopting PM GatiShakti NMP for efficient data-driven planning of infrastructures and schemes, underlining its importance for infrastructural planning by other Ministries and States/Union Territories as well. Shri E Srinivas, another Joint Secretary at DPIIT, emphasized that the integration of Economic/User Ministries into the PMGS-NMP would ensure the efficient realization of GatiShakti’s core principles—logistical efficiency, multimodality, and connectivity to economic hubs.
The workshop witnessed enthusiastic participation from over 32 officials representing 18 ministries/departments, including Agriculture & Farmers Welfare, Chemicals & Petrochemicals, Fertilizers, Coal, Commerce, Food & Public Distribution, Defence Production, Electronics & Information Technology, Economic Affairs, Revenue, Animal Husbandry & Dairying, Fisheries, Food Processing Industries, Micro, Small & Medium Enterprises, Mines, Steel, Earth Sciences, and Pharmaceuticals. Additionally, more than 20 officials from BISAG-N and the Logistics Division, DPIIT, were present.
The event commenced with an enlightening video on PM GatiShakti, followed by a comprehensive presentation by the Logistics Division, DPIIT, providing an overview, of progress, benefits, and the way forward for the program. BISAG-N, the technical partner, delivered a presentation on the technical architecture of PMGS-NMP and the tools developed for various ministries, enabling participants to gain a practical understanding of its features.
A core segment of the workshop involved presentations from economic/user ministries/departments, showcasing their adoption status of PM GatiShakti and the steps taken in line with the provided pointers. This interactive session facilitated an exchange of best practices, challenges faced, and potential solutions, fostering a collaborative approach towards seamless implementation. It concluded with a call for Ministries/Departments to proactively identify and upload various data layers on the PMGS-NMP, develop Standard Operating Procedures (SOPs) for data management, and enhance the capacity to independently plan projects and programs utilizing PMGS-NMP.
Moving forward, specific action points were highlighted, involving the identification of interventions followed by analysis, leading to accelerated adoption of PM GatiShakti principles in planning socio-economic infrastructures.
The utilization of the PMGS-NMP platform has yielded successful use cases in the infrastructure sector, such as urban transport, roadways, railways, etc., along with benefits to users. It has significantly de-risked infrastructure investments for the private sector and streamlined operations and decision-making for Ministries/Departments and States/UTs. The GatiShakti approach also aids in disaster management planning, location of social sector assets, development of tourism circuits, etc., with maximum connectivity for users. Recognizing the progress made by Infrastructure and Social sector Ministries, the workshop focused on enabling Economic/User Ministries to leverage the PMGS-NMP platform effectively.
