The Ministry of Coal has extended the deadline for the submission of self-evaluation for the star rating of coal and lignite mines for the fiscal year 2023-24 to July 31, 2024. Originally set for July 15, 2024, the extension aims to encourage maximum participation and allow more mines to register and complete the self-evaluation process. The Star Rating policy assesses mines across seven key parameters: Mining Operations, Environment, Technology Adoption, Best Mining Practices, Economic Performance, Rehabilitation & Resettlement, and Worker Compliance and Safety.
The notification for the Star Rating evaluation was issued on May 29, 2024, and the registration portal opened on June 1, 2024. The initial deadline for registration and self-evaluation was July 15, 2024. This year has seen an excellent response, with 388 mines applying by July 14, 2024—the highest participation since the program began in 2018-19.
Launched in FY 2018-19, the Star Rating Policy promotes competitiveness among coal and lignite mines and acknowledges exceptional performance in statutory compliance, advanced technology adoption, and economic achievements.
Participating mines are required to complete a thorough self-evaluation by July 31, 2024. The top 10% of the highest-scoring mines will undergo further validation through inspections by a committee, while the remaining 90% will be subject to a detailed online review by the regional offices of the Coal Controller Organization. The comprehensive review process will conclude by October 31, 2024. The Coal Controller Organization will then conduct a final review to ensure transparency and impartiality, with results to be published by January 31, 2025.
The Ministry of Coal aims to enhance the overall performance and sustainability of coal and lignite mining in India by fostering competitiveness and encouraging responsible mining practices. Mines will be rated from Five Star to No Star based on the thorough evaluation.
