Aadi Karmayogi: Empowering 2M Tribal Leaders

Aadi Karmayogi is not just a mission. It’s a movement—a Whole-of-Nation approach to inclusive, culturally rooted, and responsive governance in tribal India.

A Mission Rooted in Tribal Values

Launched under the leadership of Prime Minister Narendra Modi, the Aadi Karmayogi – National Mission for Responsive Governance aims to create a dynamic force of 2 million tribal change leaders by 2047.

This bold step aligns with the vision of Viksit Bharat @2047. It seeks to improve last-mile service delivery and bring tribal voices into the heart of governance.

2nd Regional Process Lab Begins in Bhopal

The 2nd Regional Process Lab (RPL) of Aadi Karmayogi Abhiyan kicked off in Bhopal on July 22, 2025. This 7-day lab brings together State Master Trainers (SMTs) from Madhya Pradesh, Chhattisgarh, and Uttar Pradesh.

They will be trained to lead future State and District Process Labs. These trainers will build capacity at the grassroots, forming the backbone of tribal empowerment and decentralized governance.

Building Governance with Soul and Structure

Aadi Karmayogi is more than policy. It’s purpose-driven. It brings together government schemes, tribal institutions, and culturally grounded practices.

The mission promotes bottom-up governance led by village functionaries who understand local needs and customs. It converges key initiatives like PM-JANMAN and DAJGUA to ensure no tribal community is left behind.

Speakers at the RPL—including senior officials from Madhya Pradesh, Uttar Pradesh, and Chhattisgarh—highlighted the importance of convergence, context, and community participation.

Voices from the Ground

Shri Girish Prabhune from the Bharat Rural Livelihoods Foundation called it a “transformative intervention” focused on real skills and real lives.

Dr. Kunwar Vijay Shah, Minister of Tribal Welfare (MP), promised institutional support through local training centers and Panchayat resources.

Shri Vibhu Nayar, Secretary, Ministry of Tribal Affairs, described Aadi Karmayogi as a “historic opportunity” to empower tribal youth and bridge governance gaps.

A Model of Convergence and Capacity

One of Aadi Karmayogi’s key strengths is its cadre-based training model. The Regional Process Labs feed into State Process Labs (SPLs), which then train District Master Trainers (DMTs).

This cascading model ensures deep learning, local customization, and sustainable change. It also includes collaboration with Civil Society Organizations (CSOs) for participatory learning and deeper outreach.

Institutional and Cultural Support

Shri Gulshan Bamra from MP emphasized the role of dedicated field workers in translating policy into action. His message was clear: empowerment must be local, contextual, and sustained.

Shri Sonmani Borah (Chhattisgarh) and Shri L. Vekateshwarlu (UP) echoed this sentiment, reinforcing the importance of community-led governance for tribal welfare.

Shri Ajeet Srivastava, Joint Secretary, called Aadi Karmayogi an “innovative governance model” aligned with Mission Karmayogi, stressing that SMTs must be both “learners and leaders.”

The Road Ahead: Seven Labs, One Vision

Seven such Regional Process Labs are planned across India between July and August 2025. Each will serve as a hub for training, convergence, and knowledge sharing.

The goal is clear: a Viksit Bharat driven by tribal wisdom, participatory governance, and grassroots leadership. With every trained SMT and every empowered village, India steps closer to that dream.

A Whole-of-Nation Movement

From PM-JANMAN (Whole of Government) to DAJGUA (Whole of Society), and now Aadi Karmayogi (Whole of Nation), India is building a new model of governance—collaborative, inclusive, and rooted in community.

This mission is not just about governance. It’s about dignity, voice, and visibility for India’s tribal populations. It’s about honoring their culture while empowering their future.
