Amit Shah Inaugurates Haryana Projects & Criminal Laws

Kurukshetra, Haryana – Union Home Minister and Minister of Cooperation, Shri Amit Shah, inaugurated a state-level exhibition on new criminal laws and dedicated as well as laid the foundation stone for multiple development projects of the Haryana government, collectively worth approximately Rs 900 crore. The event saw the presence of Haryana Chief Minister Shri Nayab Singh Saini, Union Home Secretary Shri Govind Mohan, and other dignitaries.

Haryana’s Governance & Merit-Based Achievements

Shri Shah highlighted that the Haryana government has worked with a broad vision, leaving no stone unturned in ensuring development across all districts and communities. He praised the state for transitioning from a system notorious for favoritism in job allocations to a merit-based approach, eliminating “parchi” (nepotism) and “kharchi” (bribery). “This is a major achievement of our government,” he stated.

New Criminal Laws & Justice Reforms

The exhibition focused on the three new criminal laws introduced by the Modi government, replacing the British-era statutes. Shri Shah emphasized that these laws are designed to uphold justice, citizen rights, and dignity, marking a new era of the Bharatiya Nyaya Sanhita from July 1, 2024. “Previously, criminals often remained in jail for years without conviction due to bail issues. Now, after completing one-third of their sentence, police appeal for their release, doubling Haryana’s conviction rate from 40% to over 80%,” he noted.

Data-Driven Policing & Interconnected Justice System

The Home Minister explained that under the new framework, police operations rely on data rather than force, and scientific evidence replaces outdated methods. The five pillars of the criminal justice system—police, jails, judiciary, prosecution, and forensics—have been interconnected online. Women and children now benefit from dedicated legal provisions, E-FIRs, and Zero FIRs, reducing the need to physically visit police stations. Mandatory videography and chain-of-custody procedures ensure the integrity of evidence, while forensic investigations are compulsory for offenses with seven years or more of punishment.

Timelines, Trials & Training

The new laws define terrorism, organized crime, and mob lynching offenses for the first time. They establish specific timelines for police, judiciary, and prosecution, and allow trials in absentia for criminals fleeing abroad. Shri Shah shared that in Haryana, 71% of charge-sheets were filed within 60 days and 83% within 90 days, showcasing initial success. Under the Union Home Ministry training program, 14.8 lakh police personnel, 42,000 jail officers, 19,000 court personnel, and 11,000 public prosecutors have received specialized training.

Development Projects & Economic Vision

Shri Shah inaugurated four development projects worth Rs 900 crore and laid the foundation for eight more. He emphasized the importance of self-reliance and Swadeshi, urging citizens to adopt Indian products to strengthen the economy. “If 140 crore Indians buy domestically made products, India will become the world’s largest market and emerge among the top global economies by 2047,” he said, aligning with Prime Minister Modi’s vision for a Viksit Bharat.

Shri Shah concluded by urging citizens of Haryana to pledge on Diwali to support Made-in-India products, emphasizing that this will contribute to the nation’s self-reliance and global leadership.
