Cooperation as a Path to Prosperity
Shah highlighted that nearly 70 percent of India’s population resides in rural areas, with agriculture and animal husbandry serving as the largest sources of employment. He argued that when these sectors are integrated with cooperative models, they not only generate jobs but also ensure prosperity for millions of families. Citing Gujarat’s Amul as an example, he noted that cooperative structures have enabled women milk producers to earn far beyond market rates, demonstrating the strength of collective enterprise.
Modern Agriculture: Low Water, Natural Farming, Low Risk
The minister outlined three pillars of modern agriculture minimal water usage, natural farming, and reduced risk. He stressed the importance of soil testing, scientific irrigation, and organic practices to boost yields while lowering dependency on subsidies. Shah said the government is promoting initiatives such as the Digital Agriculture Mission, climate-resilient farming, and organic certification to ensure long-term sustainability.
Budgetary Support and Farmer Welfare
Since 2014, the agriculture budget has increased from ₹22,000 crore to ₹1,27,000 crore, while the rural development budget has more than doubled to ₹1,87,000 crore. Shah pointed to schemes like the Pradhan Mantri Kisan Samman Nidhi, crop insurance reforms, and the Agriculture Infrastructure Fund as evidence of the government’s commitment to farmer welfare. He added that Haryana has become the first state to procure 24 crops at Minimum Support Price (MSP), with payments made within 48 hours.
Strengthening PACS and Cooperative Institutions
Shah announced that model by-laws for Primary Agricultural Credit Societies (PACS) have been implemented, enabling them to diversify into fertilizer distribution, medicine shops, petrol pumps, and water supply. He also highlighted the establishment of three national-level cooperative bodies National Cooperative Exports Limited (NCEL), National Cooperative Organics Limited (NCOL), and Bharatiya Beej Sahkari Samiti Limited (BBSSL) to support exports, organic farming, and seed distribution.
Launch of Bharat Taxi
In a significant announcement, Shah revealed plans for “Bharat Taxi,” a cooperative-based taxi service where profits will directly benefit drivers. The initiative promises insurance coverage, advertising opportunities, and enhanced customer convenience, aiming to become India’s leading taxi operator while empowering workers.
Haryana’s Role in National Development
Shah praised Haryana’s contributions to food security, milk production, and sports, noting its farmers and soldiers have consistently upheld national pride. He recalled the state’s role in making India self-reliant in food grains and its continued leadership in supplying personnel to the armed forces. Haryana’s athletes, he said, remain at the forefront of India’s medal tally in international competitions.
With initiatives ranging from cooperative-driven agriculture to innovative services like Bharat Taxi, Shah expressed confidence that India will witness the rise of multiple Amul-like institutions in the coming years. He concluded that the cooperative movement, now backed by dedicated government support, is poised to become a cornerstone of rural prosperity and sustainable growth.
