Amit Shah to Inaugurate Anti-Terror Conference in New Delhi

Union Home Minister and Minister of Cooperation Amit Shah will inaugurate the Anti-Terror Conference on Friday, December 26, 2025, in New Delhi. Organized by the National Investigation Agency (NIA) under the Ministry of Home Affairs, the two-day event is designed to strengthen India’s counter-terrorism framework and foster collaboration among stakeholders.

Platform for Next-Generation Counter-Terror Strategies

Shaped under Prime Minister Narendra Modi’s vision of zero tolerance for terrorism, the annual conference has evolved into a key platform for brainstorming strategies against emerging threats. It brings together operational forces, legal experts, forensic specialists, and technical agencies to deliberate on issues impacting national security.

The conference aims to create synergies among stakeholders through both formal and informal channels, ensuring coordinated action against terrorism in the spirit of a Whole of the Government approach. It also seeks to provide substantive inputs for future policy formulation.

Focus Areas and Key Sessions

Deliberations will cover a wide range of topics, including lessons from past terror investigations and sharing best practices across law enforcement agencies. Sessions will address evidence collection from foreign jurisdictions, digital forensics, data analysis, and effective trial management in counter-terrorism cases.

Other critical discussions will focus on radicalisation, espionage, hybrid threats, and disrupting terror financing networks. Case studies and tools for dismantling financial support systems of terror outfits will be presented. The agenda also includes building institutional capacities and developing future-ready strategies to tackle evolving national security challenges.

Participation and Collaboration

The conference is being attended by senior police officers from States and Union Territories, officials from central agencies, and experts from diverse fields such as law, technology, and forensics. This multi-disciplinary participation underscores the importance of collective action in combating terrorism.

By fostering dialogue among agencies and experts, the conference aims to strengthen India’s preparedness against both traditional and emerging threats. It also emphasizes the need for innovation and adaptability in counter-terrorism operations.
