Army Chief Dwivedi in UAE, Sri Lanka for Defence Talks

RR Team, January 4, 2026January 4, 2026
Chief of the Army Staff (COAS) General Upendra Dwivedi has embarked on an official visit to the United Arab Emirates and Sri Lanka from January 5 to January 8, 2026, reaffirming India’s commitment to strengthening defence cooperation and military-to-military engagement with friendly nations. The visit underscores India’s growing strategic outreach in West Asia and the Indian Ocean Region.
According to the Ministry of Defence, the visit aims to deepen professional military exchanges, enhance interoperability, and promote mutual understanding on regional and global security challenges. It also reflects India’s emphasis on building robust defence partnerships through sustained high-level engagements.

Engagements in the United Arab Emirates

General Dwivedi’s visit will begin in the United Arab Emirates, where he will be in the country from January 5 to January 6. Upon arrival, the Army Chief will be accorded a ceremonial Guard of Honour by the UAE Land Forces, reflecting the strong and growing defence relationship between the two countries.

During his stay, the COAS will hold meetings with senior leadership of the UAE Armed Forces, including the Commander of the UAE Land Forces. He will receive detailed briefings on the organisational structure, operational roles, and capabilities of the UAE Army.

Strengthening India–UAE Defence Partnership

The Army Chief will also visit key military establishments in the UAE and interact with officers and troops. These engagements are aimed at enhancing professional military exchanges and fostering deeper strategic understanding between the two armies.

A significant highlight of the UAE visit will be General Dwivedi’s address to officers at the UAE National Defence College. His interaction is expected to focus on contemporary security challenges, leadership, and the evolving nature of military cooperation in the region.

Visit to Sri Lanka: Focus on Regional Security

Following his engagements in the UAE, the Chief of the Army Staff will travel to Sri Lanka from January 7 to January 8. On arrival, he will be accorded a Guard of Honour by the Sri Lanka Army, highlighting the close defence ties between the two neighbouring countries.

During the Sri Lanka leg of the visit, General Dwivedi will engage with senior military and civil leadership, including the Commander of the Sri Lanka Army, the Deputy Minister of Defence, and the Defence Secretary. Discussions will focus on training cooperation, capacity building, and matters of mutual interest in regional security.

Emphasis on Defence Education and Training

Reflecting India’s strong commitment to defence education and professional military development, the Army Chief will address officers at the Defence Services Command and Staff College (DSCSC). He will also interact with officers and trainees at the Army War College in Buttala.

These interactions are expected to further strengthen institutional linkages and promote knowledge sharing between the armed forces of India and Sri Lanka.

Paying Tribute to Fallen Heroes

As part of his Sri Lanka visit, General Dwivedi will pay homage at the Indian Peace Keeping Force (IPKF) War Memorial. The tribute honours the supreme sacrifice of Indian soldiers who laid down their lives during the IPKF operations in Sri Lanka.

The gesture reflects India’s respect for its military heritage and enduring bonds with Sri Lanka rooted in shared history and sacrifice.

Reinforcing India’s Strategic Outreach

The visit of the Chief of the Army Staff to the UAE and Sri Lanka reaffirms India’s commitment to fostering trust, enhancing defence cooperation, and strengthening interoperability with friendly nations. It also aligns with India’s broader strategic vision of ensuring peace, stability, and security in the Indian Ocean Region and West Asia.
