Bihar Phase-I EVM-VVPAT First Randomisation Completed

Patna, 14October 2025: The Election Commission of India (ECI) has successfully completed the first randomisation of EVMs and VVPATs for Phase-I of the Bihar General Elections. The District Election Officers (DEOs) of all 18 districts conducted the randomisation following the First Level Checking (FLC) on 11 October 2025, ensuring transparency and security in the election process.

Randomisation Process and Oversight

The first randomisation was carried out through the EVM Management System (EMS) by the DEOs, in the presence of representatives from National and State Recognised Political Parties. A total of 54,311 Ballot Units (BUs), 54,311 Control Units (CUs), and 58,123 VVPATs were randomly allocated across 121 Assembly Constituencies, covering 45,336 Polling Stations.

Sharing of Constituency-Wise Lists

Constituency-wise lists of the randomized EVMs and VVPATs were shared with political party representatives at their respective district headquarters. This step ensures that all parties are informed of the allocation and can monitor the security and integrity of the voting machines from the outset.

Storage and Security Measures

Post-randomisation, all EVMs and VVPATs will be stored in their respective Assembly Strong Rooms under strict supervision. Party representatives will be present to witness the storage, ensuring compliance with ECI protocols. Once the list of contesting candidates is finalized, the same randomised EVM and VVPAT lists will be shared with all candidates to maintain transparency.
