Bihar SIR Phase 1 Nears 100% Voter Coverage

The first phase of Bihar’s Special Summary Revision (SIR) of the electoral roll, initiated on June 24, 2025, is reaching a crucial milestone. With 98.01% of electors covered, the Election Commission of India (ECI) is closer than ever to achieving its goal: “No eligible elector left out, and no ineligible person included.”

Massive Voter Data Cleanup Underway

According to the official update released on July 23, the data gathered so far reveals significant findings:

  • 20 lakh deceased voters have been identified and reported
  • 28 lakh voters have permanently migrated
  • 7 lakh voters were found enrolled at more than one location
  • 1 lakh electors were untraceable
  • 15 lakh forms have not been returned by electors
  • 7.17 crore forms (90.89%) have been received and digitised

These figures highlight both the scale and complexity of updating the Bihar electoral roll.

Political Parties in the Loop

Transparency remains central to the SIR process. On **July 20**, details of incorrectly included electors and those who had not submitted their forms were shared with **1.5 lakh Booth Level Agents (BLAs)**. These BLAs were nominated by **district presidents of 12 major political parties** in Bihar.

This ensures that all stakeholders remain informed and have the chance to flag discrepancies early in the process.

Options for Electors Outside Bihar

Many Bihari electors are temporarily living outside the state. To ensure they are not excluded, the ECI has provided multiple convenient options to submit their forms:

  1. Fill the form online at electors.eci.gov.in or use the ECINet mobile app.
  2. Download, print, and sign the form. Then send it to the Booth Level Officer (BLO) through a family member.
  3. Send the signed form to the BLO via WhatsApp.

These options make the process accessible for people living in other states or even abroad.

Track Submission and Check Enrollment Status

To bring peace of mind to voters, the Commission has also activated a form tracking portal. Those who submitted their forms can verify their submission status online.

Additionally, electors who provided mobile numbers have received SMS confirmations from the Commission.

Next Milestone: Draft Roll on August 1

The first phase of the SIR concludes on **August 1, 2025**, with the publication of the **Draft Electoral Roll**. This will mark a turning point in the electoral preparation process for Bihar.

If your name is missing from the Draft Electoral Roll, or if someone’s name is included wrongly, you have until **September 1, 2025** to raise objections or file claims with the respective **ERO or AERO** of your Assembly Constituency.

Ensuring Clean, Transparent Elections

As the state prepares for upcoming elections, the goal is clear: a clean, up-to-date, and fully verified electoral list. By involving voters, political parties, and advanced digital tools, the Election Commission is setting new standards in electoral transparency.

With nearly 7.2 crore forms digitized, the Bihar electoral roll 2025 will be among the most data-rich and verified lists in the country’s electoral history.

Free and fair elections begin with a verified voter list. Bihar’s SIR ensures no one is left behind and no irregularity goes unchecked. Every genuine voter deserves to cast their vote, and every false entry removed strengthens democracy.

This is more than a clerical exercise—it is the foundation of public trust in the electoral system.
