BSNL Expands 4G, Subscriber Base Nears 9.3 Crore

Bharat Sanchar Nigam Limited (BSNL) has significantly accelerated its nationwide 4G expansion using indigenously developed technology, marking a major milestone in India’s push for telecom self-reliance. As part of the Atmanirbhar Bharat initiative, the state-run telecom operator is upgrading existing sites with indigenous 4G stacks while steadily expanding its subscriber base across the country.
The Union Minister of Communications and Development of the North Eastern Region, Shri Jyotiraditya Scindia, informed the Rajya Sabha that BSNL’s customer base grew from 8.86 crore in March 2024 to 9.28 crore by December 2025, reflecting renewed consumer confidence in the public sector telecom provider.

  • Indigenous 4G Deployment Gains Momentum

In line with government policy to reduce dependence on imported telecom equipment, BSNL placed purchase orders for one lakh indigenously developed 4G sites for pan-India deployment. The supply of equipment began in September 2023, and installation has progressed rapidly since then.

As of January 15, 2026, a total of 97,672 4G sites have been installed across the country, with 95,511 sites already operational. The rollout spans both urban centres and remote regions, ensuring wider digital access and improved network quality for millions of users.

Strong Progress in Andhra Pradesh

Andhra Pradesh has emerged as one of the key beneficiaries of BSNL’s 4G expansion drive. The telecom major has installed 6,108 4G sites in the state, out of which 6,045 sites are currently live.

Officials noted that these installations have significantly improved coverage and data speeds, particularly in semi-urban and rural pockets where private operators have limited presence.

3G Users Migrated to 4G Services

As consumer preferences continue to shift towards faster and more reliable data services, BSNL has begun migrating all its 3G subscribers to 4G networks. The transition is being carried out as part of the ongoing 4G rollout, ensuring minimal disruption to users.

With 4G services now available in a growing number of locations, BSNL has also phased out the need for maintaining 3G infrastructure where upgraded networks are active.

Cost Efficiency Through Indigenous Technology

BSNL is upgrading its existing sites using indigenous 4G stacks, reducing dependence on legacy equipment from multiple vendors. This shift has eliminated the requirement for annual maintenance contracts with external manufacturers at sites where 4G services are operational.

The new 4G equipment is also technologically upgradeable to 5G, providing BSNL with a future-ready platform as India prepares for broader next-generation telecom adoption.

Expansion to Continue Based on Viability

Currently, BSNL is in the process of installing one lakh 4G towers nationwide. The government has indicated that further expansion will be undertaken based on techno-commercial feasibility and evolving consumer demand.

The steady rise in subscriber numbers suggests that the strategy is already yielding positive results, particularly among users seeking affordable and reliable telecom services.

Strengthening Digital India Goals

The large-scale indigenous 4G rollout is seen as a crucial pillar of the Digital India and Make in India initiatives. By leveraging domestically developed technology, BSNL’s expansion is also expected to generate employment and strengthen India’s telecom manufacturing ecosystem.

According to information shared in Parliament, the initiative underscores the government’s commitment to strengthening public sector capabilities while ensuring inclusive digital connectivity across regions.
