In August, Ottawa made a fresh diplomatic posting to New Delhi, marking the first step toward normalizing relations after last year’s high-profile diplomatic standoff. Analysts suggest the terror designation could strengthen counter-terrorism cooperation between the two nations.
Political and Community Pressure in Canada
The decision followed growing pressure from Canadian lawmakers and local leaders. Conservative MP Frank Caputo, who serves as the shadow Public Safety Minister, had earlier urged the government to take action against Bishnoi, citing his gang’s violent operations in both Canada and India.
Mayors of Brampton and Surrey—cities with significant South Asian populations—also demanded strict action against the gang. Several provincial leaders, including British Columbia Premier David Eby and Alberta Premier Danielle Smith, echoed the call, stressing the need to safeguard communities targeted by criminal networks.
Criminal Legacy of the Bishnoi Gang
The gang’s notoriety escalated after its involvement in the 2022 murder of Punjabi singer Sidhu Moose Wala, which shocked fans globally. Since then, the outfit has been linked to multiple assassinations, including Rajput leader Sukhdev Gogamedi (2023), Maharashtra politician Baba Siddique (2024), and a gunfire incident outside actor Salman Khan’s residence in 2025.
Lawrence Bishnoi, who reportedly split from his associate Goldy Brar earlier this year, continues to command influence despite imprisonment. Canadian security agencies have repeatedly flagged the gang as a major threat to public safety, linking it to drug cartels and illegal arms trade.
Diplomatic Context and Future Outlook
The Bishnoi gang’s role in the killing of Hardeep Singh Nijjar in 2023 further strained India-Canada ties, as Trudeau accused Indian officials of involvement without presenting evidence. India firmly rejected the claims, calling them politically motivated. The removal of Trudeau and appointment of Prime Minister Mark Carney has since opened space for dialogue.
Experts believe the new designation could serve as a confidence-building measure, aligning Canada’s security policies closer to India’s concerns. With ongoing negotiations on trade and counter-terrorism cooperation, this step is expected to pave the way for deeper bilateral engagement.
