CAQM Sub-Committee Revokes Stage-IV of Revised GRAP in NCR Amid Improved Air Quality

The Commission for Air Quality Management (CAQM) Sub-Committee on the Graded Response Action Plan (GRAP) has revoked Stage-IV measures of the revised GRAP across the National Capital Region (NCR) with immediate effect, citing a noticeable improvement in air quality. However, measures under Stages III, II, and I will continue to remain in force to ensure air quality levels do not regress into the ‘Severe’ or ‘Severe+’ categories.

Improved Air Quality Prompts Decision

The decision came as Delhi’s daily average Air Quality Index (AQI) demonstrated a downward trend. According to data from the Central Pollution Control Board (CPCB), Delhi’s AQI was recorded at 369 (in the “Very Poor” category) on December 24, 2024, showing significant improvement from the 401 recorded earlier when Stage-IV measures were invoked. Further updates revealed AQI levels improving to 364 by 5 PM and 361 by 6 PM.

Meteorological forecasts provided by the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM) also indicate no expected degradation in air quality in the coming days, with conditions likely to remain within the “Very Poor” category.

Stage-IV Revocation Details

Stage-IV measures of GRAP, enforced since December 16, 2024, were initially implemented when AQI levels breached the 400 threshold, entering the ‘Severe’ category. These measures included stringent restrictions aimed at curbing emissions from various sectors. However, in its meeting on December 24, the CAQM Sub-Committee observed that the improving trend in AQI, coupled with the disruptive impact of Stage-IV measures on the public and stakeholders, warranted their revocation.

Continued Monitoring and Implementation

Although Stage-IV actions have been revoked, the Sub-Committee emphasized the need for continued vigilance and strict enforcement of Stages III, II, and I measures. Agencies, including Pollution Control Boards (PCBs) across the NCR and the Delhi Pollution Control Committee (DPCC), have been directed to intensify actions under these stages to ensure air quality does not deteriorate further.

Public Advisory

With winter weather conditions potentially exacerbating pollution levels, the CAQM has urged citizens to adhere to the Citizen Charter under Stages III, II, and I of GRAP. This includes responsible behavior to minimize contributions to pollution and support efforts to maintain improved air quality.

The Sub-Committee will continue to monitor the air quality scenario and review its decisions based on updates from IMD, IITM, and ground-level observations. Citizens and stakeholders are encouraged to stay informed and follow updates available on the CAQM’s official website at https://caqm.nic.in.

This decision underscores the CAQM’s commitment to balancing public health concerns with practical governance, ensuring air quality management remains responsive and effective.
