Review of Key Schemes and Legislation
Participants examined the status of implementation of various schemes of DoWR, RD & GR across participating states. Officials discussed the work carried out by organizations like the Central Water Commission (CWC), Central Ground Water Board (CGWB), National Water Development Agency (NWDA), National Institute of Hydrology (NIH), National Dam Safety Authority (NDSA), and National Water Informatics Centre (NWIC) to leverage technical expertise for state projects.
The conference also reviewed the adoption of advisories on Flood Plain Zoning, the National Framework on Sediment Management, implementation of the Dam Safety Act, 2021, and other initiatives including Jal Sanchay Jan Bhagidari 2.0 and regulation of groundwater extraction.
Transition Towards Digital Governance
A key highlight was promoting digital governance in water management. Participants discussed SCADA-based real-time monitoring systems, API-based flood alert data sharing, and the expansion of the Flood Watch mobile application for field officials to improve responsiveness and decision-making.
State representatives presented the status of scheme implementation, highlighted challenges, and outlined expectations from the central government. Secretary Shri V. L. Kantha Rao assured states of continued support and strengthened collaboration for effective execution of water resource projects.
Focus on Centre-State Collaboration
The conference concluded with a strong emphasis on fostering a symbiotic relationship between the Centre and states. Integrated strategies for sustainable water resource development were highlighted as critical to ensuring national water security and efficient project delivery.
The Department reiterated its commitment to providing technical assistance, guidance, and capacity-building support to states to achieve efficient, transparent, and effective management of water resources across the country.
