Delhi has taken a significant step toward modernizing its legislative processes by joining the National e-Vidhan Application (NeVA) platform, becoming the 28th legislature in the country to do so. This milestone was marked by the signing of a tripartite Memorandum of Understanding (MoU) between the Delhi Legislative Assembly, the Ministry of Parliamentary Affairs (MoPA), and the Government of the National Capital Territory of Delhi (GNCTD). This initiative aligns with the broader national vision of “One Nation, One Application,” aiming to enhance legislative efficiency, transparency, and accessibility.
The signing ceremony was attended by key dignitaries, including Minister of Parliamentary Affairs and Minority Affairs Kiren Rijiju, Speaker of the Delhi Legislative Assembly Vijender Gupta, and Secretary of MoPA Umang Narula. Senior officials such as Dr. Satya Prakash, Additional Secretary at MoPA and Mission Leader of NeVA, along with Ranjeet Singh, Secretary of the Delhi Legislative Assembly, and Reetesh Singh, Principal Secretary (Law), GNCTD, played crucial roles in formalizing the agreement.
With NeVA’s adoption, Delhi’s legislative functioning is set to undergo a significant transformation. The platform facilitates a shift to a paperless system, reducing environmental impact while making legislative processes more streamlined and efficient. It enables real-time access to crucial legislative documents such as agendas, bills, and reports, ensuring legislators and assembly staff can work seamlessly across devices, including smartphones, tablets, laptops, and desktops. The platform’s multilingual capabilities further ensure accessibility for a diverse set of users.
Built on Meghraj 2.0, India’s cloud infrastructure, NeVA offers robust security, scalability, and data integrity, making it a reliable tool for legislative management. It also provides a secure digital repository to safeguard sensitive information, reinforcing the confidentiality and reliability of legislative data.
During the event, Minister Kiren Rijiju emphasized how NeVA has the potential to revolutionize legislative operations by improving transparency and accountability. He expressed confidence that this transition to a digital system will strengthen democratic processes across the country. Speaker Vijender Gupta welcomed the adoption of NeVA, highlighting its role in empowering lawmakers and enhancing their efficiency in serving the people of Delhi. Secretary Umang Narula reaffirmed MoPA’s commitment to supporting the smooth implementation of the platform through training and assistance for all stakeholders.
This development is particularly noteworthy as it aligns with the Delhi government’s 100-day agenda, showcasing its dedication to adopting technology-driven governance. By integrating NeVA into its legislative framework, the Delhi Assembly is not only embracing modernization but also setting a precedent for other legislative bodies across India.
