Digital Monitoring Boosts Rural Water, Sanitation

The Government of India has strengthened digital monitoring systems for rural water supply and sanitation services under the Jal Jeevan Mission (JJM) and Swachh Bharat Mission-Gramin (SBM-G). Through advanced portals, geo-tagging, Aadhaar verification and IoT-based tracking, the Centre aims to ensure transparency, accountability and real-time performance assessment.
Providing details in the Lok Sabha, Minister of State for Jal Shakti V. Somanna said that while water remains a State subject, the Centre supplements state efforts through technical and financial support. Since August 2019, JJM has been working towards providing tap water connections to every rural household under the ‘Har Ghar Jal’ initiative.

Integrated IMIS Portal for Real-Time Tracking

The Department of Drinking Water and Sanitation has developed an Integrated Management Information System (IMIS) portal and mobile application dedicated to JJM. The platform enables real-time review and monitoring at Panchayat, District Water and Sanitation Mission (DWSM), State Water and Sanitation Mission (SWSM), and national levels.

To maintain data authenticity, the government has introduced a multi-layered verification process. This includes Aadhaar seeding of beneficiaries, geo-tagging of assets through the Sujalam Bharat App and uploading pipeline infrastructure details onto the PM GatiShakti portal.

Ground Verification and IoT Monitoring

Beyond digital entries, the Department conducts rigorous ground-truthing exercises. Annual independent functionality assessments verify water quantity, quality and regularity of supply. National Level Monitors, including water and sanitation experts and central officers, conduct field visits to cross-check reported progress.

In selected villages, IoT-based sensors have been deployed to provide real-time monitoring of water supply systems. These tools ensure that digital reporting aligns with on-ground service delivery.

SBM-G Portal and Mobile Apps

Parallel digital systems have been implemented under Swachh Bharat Mission-Gramin. A centralized portal and dashboard track progress at national, state, district, block and village levels. The platform monitors Open Defecation Free (ODF) Plus status, Individual Household Latrine (IHHL) construction, Community Sanitary Complexes and Solid and Liquid Waste Management (SLWM) infrastructure.

The portal also allows citizens to apply online for incentives to construct IHHLs and track application status. Geo-tagging of sanitation assets is carried out through two mobile applications mSBM and SBM 2.0.

The mSBM app is used to geo-tag household toilets, while SBM 2.0 focuses on mapping solid and liquid waste management assets and reporting their progress.

Jal Seva Aankalan: Community-Led Assessment

The government has also operationalised Jal Seva Aankalan, a Gram Panchayat-led and community-owned assessment mechanism under JJM. With a large number of water supply schemes now functional, the initiative evaluates availability, adequacy, regularity and quality of drinking water services at the village level.

Structured community discussions, Gram Sabha validations and digital data capture form the backbone of this participatory monitoring model. The approach strengthens local ownership while ensuring accountability in service delivery.

Strengthening Transparency and Accountability

The integration of digital dashboards, geo-tagging, Aadhaar authentication and IoT monitoring reflects a broader push toward data-driven governance. By combining technology with field verification and community participation, the Centre aims to minimise discrepancies and enhance reliability.

Officials believe that sustained digital oversight will not only improve service quality but also accelerate the achievement of universal rural tap water coverage and improved sanitation infrastructure across India.
